    COMPENSATION

    Earnings Potential: $160,675 - $210,886

     

    Hay Points: 1510

     

    Overtime Eligibility: Not eligible for paid overtime in accordance with FLSA

    SUMMARY:

    T his executive-level role provide s strategic leadership, supervision, and policy development for all routine, major, and capital-related maintenance activities across MTA B&T facilities. The incumbent ensures that all practices, policies, and procedures align with Enterprise Asset Management principles, resiliency and sustainability goals, and customer experience improvements. This includes overseeing the life cycle replacement and maintenance of critical infrastructure such as fleet vehicles, toll collection systems, congestion pricing zone equipment, toll equipment buildings (TEBs), cameras, gantries, lighting, and other structural enhancements.

    The role also directs operational support activities in the following areas:

    Community Relations: Engages with stakeholders, elected officials, and community boards to incorporate community needs into maintenance activities.

     

    Operational Performance: Develops and monitors performance metrics to enhance law enforcement, toll collection efficiency, and maintenance activities, ensuring alignment with agency priorities.

     

    Technology and ITS Implementation: Oversees the integration of Intelligent Transportation Systems (ITS) standards, technology upgrades, cybersecurity measures, and quality assurance processes.

     

    Fleet Operations: Oversee $37 million in contracts, including but not limited to, vehicle maintenance and repairs, fleet auto parts, fuel supply, and communications systems.

     

    As a senior advisor to the Executive Staff, the position provides recommendations on critical maintenance and construction policies, ensuring the successful execution of capital projects in collaboration with Construction & Development (C&D) while minimizing operational impacts. The incumbent represents the agency in high-profile engagements with the MTA Board, government entities, industry partners, and regulatory bodies, ensuring seamless coordination with MTA HQ consolidated partners.

     

    This role has independent decision-making authority over policy, strategy, governance, staffing, budgeting, and expenditures, with accountability for program safety, quality, risk management, and commercial matters. The position also oversees agency-wide vendor contracts and undertakes special projects as required, with delegated authority from senior executives in their absence.

    QUALIFICATIONS

    + Bachelor’s in Engineering, Transportation, Systems, Technology, Project Management, Facility Management, Fleet Management, or Asset Management .

    + Must have a minimum of sixteen (16) years related experience, including at least ten (10) years in a management or supervisory role in a large, multi-faceted organization.

    + An equivalent combination of education and experience may be considered.

    + Substantial experience leading and managing a unionized workforce and/or consultant/contractor/vendor staff.

    + Proficient in Microsoft Office Suite and document management software.

    + Unrestricted Driver License in the State of New York

    + Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.

    + Must possess excellent team building, listening, problem solving, and prioritization skills.

    + Excellent communication and interpersonal skills.

    + Demonstrated ability with building relationships and working collaboratively with internal and external stakeholders.

    + Demonstrated ability to effectively work in a high profile, high pressure environment.

    + Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.

    + Ability to manage the operations of 24/7 facilities to ensure a safe, secure, and efficient transportation for customers

    + Ability to be on call 24/7 and report to any of MTA Bridges & Tunnels seven bridges and two tunnel locations as needed

     

    Preferred

     

    + Significant experience in program management for large government agencies or businesses with highly complex systems preferred.

    + Knowledge and experience in facility management

    + Knowledge of operation al and maintenance needs at B&T facilities

    + Knowledge of B&T budgeting, procurement, and contracts procedures

    + Knowledge of health and safety issues, labor and contractual issues grievance processes

    + Knowledge of Authority policies and procedures
