Responsibilities The Supreme Court of the United States Police is a Federal law enforcement agency that derives its authority from United States Code 40 U.S.C. 6121. The Supreme Court Police enforce Federal and District of Columbia laws and regulations, as well as enforce regulations governing the Supreme Court Building and grounds prescribed by the Marshal and approved by the Chief Justice of the United States. The department's mission is to ensure the integrity of the Constitutional Mission of the Supreme Court of the United States by protecting the Supreme Court, the Justices, employees, guests, and visitors. The Supreme Court Police are responsible for providing a full range of police services, to include: Protection of the Supreme Court Building and grounds, and persons and property therein; Dignitary Protection for the Supreme Court Justices, both domestically and internationally; Maintain suitable order and decorum within the Supreme Court Building and grounds, to include policing demonstrations and large- scale events; Provide Courtroom security; Provide residential security for the protectees of the Supreme Court of the United States; Prepare numerous reports to include incident, found property, accident, and arrest reports, as well as testify in court. This role serves as the Deputy Chief (second in command) of the Supreme Court of the United States Police Department. Provides leadership to accomplish the mission, goals, and objectives of the Supreme Court Police Department. Serves as the primary operational officer for daily operations. Assists the Chief of Police in planning, directing, and coordinating the overall daily operations and long-term strategic plan for the Supreme Court Police. Leads and assists in the development and management of programs and operations. Oversees the daily security of the Supreme Court buildings, grounds, personnel, special events, annex locations, and residential locations. Provides oversight of the Police Force, including uniform operations, dignitary protection, residential security, protective intelligence, and other specialty units/areas. Assumes other management/supervisory duties at the direction of the Chief of Police. Requirements Conditions of Employment Qualifications SPECIFIC JOB RESPONSIBILITIES: 1. Assists the Chief of Police in long-range planning, development, and coordination of Supreme Court Police operations and procedures to afford effective protection and security for the Supreme Court building and grounds, Justices, employees, guests, and the public. 2. Collaborates with the Chief of Police to set goals, priorities, objectives, and develop strategies and plans to reach those goals and objectives. Prioritizes and assigns tasks and projects across all department branches, tracks, and reviews work progress. 3. Conducts inspections, evaluates performance, prepares evaluation reports, and makes recommendations for organizational improvements. 4. Researches and makes recommendations concerning technological and staffing improvements for the Police Force. 5. Reviews various personnel actions such as reassignments, shift changes, fitness for duty medical examinations, and the filling of police vacancies. 6. Provides oversight and assessment of initiatives, programs, and staffing decisions. Develops and reviews data collection to enable program review. 7. Collaborates with the Chief of Police and Marshal on matters of financial management, personnel, and discipline. May conduct internal investigations. 8. Provides oversight of budget execution and fiscal management. Collaborates with the Chief of Police and other senior officials on budget formulation. 9. Conducts training and provides direction, guidance, and counsel to subordinate police officials. 10. Serves as a command liaison between the Police Force and external local, state, and federal agencies. 11. Makes effective and timely decisions in emergency situations. Rapidly assimilates all available information and devises well-reasoned solutions to exigent incidents. KNOWLEDGE AND SKILLS: Strong interpersonal skills, integrity, tact, and proven leadership and management abilities are required. Strong written and verbal communication skills. Extensive knowledge of general law enforcement procedures and directives. Advanced knowledge of personnel, police management, and leadership procedures and principles required. Extensive knowledge and experience in developing, writing, and implementing police operating policies and procedures. Extensive experience in performing a wide variety of complex police operations, including investigations, disciplinary actions, performance evaluations, budgeting, and policy development required. The exercise of sound judgment in the performance of day-to-day responsibilities. Education EDUCATION, KNOWLEDGE, SKILLS, ABILITIES, AND EXPERIENCE: 1. Minimum of 5 years of experience in the rank of lieutenant or above, or equivalent, in a law enforcement agency with at least 100 sworn members is required. 10 years of senior leadership experience is preferred. 2. Must have completed an accredited law enforcement basic training academy. FLETC Uniformed Police Training Program (UPTP) is preferred. Appropriate advanced training is desirable. 3. A high school education is required. Advanced education, including at least a bachelor's degree, is desirable. 4. Ability to write clearly and concisely. 5. Experience applying law enforcement rules and knowledge in federal, state, or local jurisdiction. 6. Experience managing critical incidents in a law enforcement role. 7. Experience applying law enforcement knowledge in security event planning for major, high-profile security events at the federal, state, and/or local level. 8. Experience applying knowledge in creating, developing and implementing strategic and tactical plans or operations. 9. Experience developing and delivering long-range plans. 10. Experience with emergency management planning to include continuity planning for an agency or police department, is desirable. 11. Employment is subject to successful completion of a security background check.
