Job Description
THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $170,000.00-$180,000.00.
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
The Office of Information Technology department has the responsibility to provide high quality, reliable, sustainable technology services, and support to meet the needs of the families and children we serve through ACS, its vendor partners and other city agencies. The Deputy Chief Information Office (DCIO) oversees and manages OITs capital, expense, and personnel services budget. The office is responsible for mainiting technology, IT staff, and infrastructure. This unit works closely with the Division of Finance, Office of the Agency's Chief Contracting Officer, and the Office of Administrative services as it relates to the contracting and procurement of goods and services. This office also works closely with agencies like OMB, OTI, MOCS, DCAS, and Comptroller's Office. The DCIO unit comprises of Budget and Procurement, Mobile Technologies, Contract Management, Asset Management, Strategic Planning and OIT Personnel.
Reporting directly to the Deputy Chief Information Officer (DCIO), the Executive Director of Contracts and Budget will serve as the senior leader responsible for all OIT procurement, contracting, and budgeting functions, including both capital and expense budgets, professional services contracts, and special programs such as the CUNY Internship Program.
With wide latitude for independent initiative, judgment, and decision-making, the Executive Director will be responsible for preforming the following duties, but not limited to:
- Oversee the full lifecycle of all OIT contracts including procurement, execution, amendments, renewals, closeouts, and compliance monitoring.
- Direct the development, review, and management of RFI's, RFQ's, and RFPs to ensure compliance with City procurement policies (PPB Rules, PASSPort, FMS).
- Lead negotiations and manage vendor relationships for complex IT goods and services, including Commercial Off-The-Shelf (COTS) solutions, cloud services, and infrastructure projects.
- Manage OIT’s capital and expense budgets, including forecasting, allocation, monitoring, and variance analysis (run rate), in coordination with OMB and internal leadership.
- Oversee the preparation and submission of budget and funding requests, ensuring timely allocation for technology initiatives.
- Ensure fiscal compliance and maximize return on investment through proactive contract management, vendor performance monitoring, and expenditure tracking.
- Serve as the primary liaison to OMB, MOCS, OTI, ACCO, Legal, Comptroller, and other oversight bodies for OIT’s fiscal and contractual matters.
- Lead and mentor the OIT Budget and Procurement teams, fostering professional development and operational excellence.
- Manage the professional services portfolio and internship programs (including the CUNY Internship Program), ensuring alignment with OIT’s strategic and staffing needs.
- Work closely with the Business Law Unit (BLU) to negotiate terms and service-level agreements (SLAs).
- Lead cross-functional meetings with OIT, Finance, ACCO, and Legal to align contract management with strategic IT priorities.

Qualifications
1. A baccalaureate degree from an accredited college in computer science, engineering or a related field and four years of satisfactory full-time experience related to datacenter engineering and operations, cloud engineering and operations, complex IT infrastructure engineering; or,
2. A baccalaureate degree from an accredited college and eight years of satisfactory full-time experience related to datacenter engineering and operations, cloud engineering and operations, complex IT infrastructure engineering; or,
3. Education and/or experience which is equivalent to "1" or "2" above.
