    The Idaho Transportation Department (ITD) is currently hiring a Senior Environmental Plannerto provide environmental support and NEPA compliance for transportation projects for ourDistrict 4 Office located in Shoshone, ID.

     

    This position will work as a member of a team of environmental and engineering professionals to deliver Federal-aid and State-aid, highway, bridge, and other transportation construction projects in Idaho. This position will give guidance to various teams working on these projects to ensure all environmental requirements are met as well as their delivery deadlines, with a focus on collaborating to meet delivery deadlines. As such, this position requires working in a deadline driven environment, balancing multiple priorities, and engaging in complex problem solving while also providing support to operational staff in environmental compliance.

     

    *Occasional fieldwork and travel may be required.

     

    Example of Duties

     

    + Coordinate with the state agencies, federal agencies, tribal staff and other consulting parties as needed

    + Review, recommend, author, implement procedures, policy and guidance

    + Review, interpret and recommend comments on proposed rulemaking

    + Conduct compliance monitoring

    + Develop process improvement and/or streamlining tools

    + Develop or support training and/or presentations

    + Develop and negotiate interagency agreements

    + Implement, track and report performance measures

    + Expect to do work related to NEPA including wetlands, water quality, and permitting

    + Expect to work on both projects and program level activities

    + Serve as a subject matter expert

    + Serve as technical support to the Federal Highway Administration, ITD, or local government staff in environmental resource areas

    + As an independent peer reviewer, provide project document quality control, review for sufficiency, technical accuracy, and compliance with ITD procedures and state and federal regulatory requirements

    Program level activities may include, but not be limited to:

    + Coordinate with the state agencies, federal agencies, tribal staff, and other consulting parties as needed.

    + Review, recommend, author, implement procedures, policy, and guidance.

    + Review, interpret and recommend comments on proposed rulemaking.

    + Conduct compliance monitoring.

    + Develop process improvement and/or streamlining tools.

    + Develop or support training and/or presentations.

    + Develop and negotiate interagency agreements.

    + Implement, track and report performance measures.

    Minimum Qualifications

    **You must possess all the minimum qualifications below to qualify for this position. Please make sure your resume or work history supports your meeting the minimum qualifications for this position. Failure to do this may disqualify you from being considered for this position.

    Considerable knowledge of:

    + Environmental concepts and principles Environmental planning methods and impacts associated with transportation project location, design, and construction

    + Methods involved in collecting, analyzing, and organizing data

    Some knowledge of:

    + Engineering concepts relating to environmental planning

    Experience:

    + Making public presentations of technical study findings Developing plans for mitigation measures

    MQ Specialties:

    + Some positions require a valid driver's license.

    Desired Qualifications

    **Minimum requirement met by 1 year of experience for the following.

    + Experience in interpreting and applying NEPA regulations.

    + Experience in linear transportation projects.

    + Experience in dealing with federal agencies.

    + Experience in interpreting and applying US Army Corps of Engineers Section 404 Permits and regulations.

    + Experience in interpreting and applying water quality regulations.
