Summary- This is a contingent opportunity and would begin work upon the contract award.
The Army Transition Assistance Program (TAP), also known as Soldier for Life/Transition Assistance Program, or SFL TAP, exists to help Soldiers and their families to plan and prepare for and execute a successful transition from active duty to civilian life. The overarching goal is to ensure that Soldiers leave the military ready to pursue their post-service goals with confidence to embark on their next chapter whether it's employment, education, entrepreneurship, or something else.
The Contract Program Manager (CPM) provides overall leadership, direction, and management of the Army Transition Assistance Program (TAP) services contract. They ensure compliance with the Performance Work Statement (PWS) and delivery of high-quality services across all installations.
Essential Duties and Responsibilities
+ Lead contract team and oversee contract implementation across all Army TAP installations
+ Ensure compliance with TAP program requirements, federal regulations, and Career Readiness Standards (CRS)
+ Manage the Program Management Office (PMO), supervising regional and installation managers
+ Serve as the contractor’s primary interface with Army HQ TAP, the COR, and government stakeholders and has authority to speak on behalf of the company consistent with organizational policies and procedures.
+ Develop and maintain program management and quality control plans, and risk management frameworks
+ Monitor program performance metrics; prepare and submit required weekly, monthly, and quarterly reports
+ Direct staffing strategy, workforce planning, and performance management across multiple sites
+ Implement corrective action plans and continuous improvement initiatives
+ Manage budgetary oversight, contract deliverables, and risk mitigation
+ Travel to installations as needed for oversight, audits, and support
Supervisory Responsibilities
+ This position is responsible for the overall direction, coordination and evaluation of the TAP staff (regional and installation managers, counselors, trainers, career coaches and administrators).
+ Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Required Qualifications
+ Bachelor’s degree in relevant field from an accredited institution
+ Minimum of five (5) years of experience in government contracts preferably with a military or DOD organization
+ Minimum of five (5) years of experience in personnel management/staff supervision experience overseeing geographically dispersed teams of similar sizes.
+ Possess a thorough knowledge of the military organizational structure, mission objectives, function, procedures, regulations, and policy pertaining to the Department of the Army
+ Working knowledge of the Army TAP program
+ Ability to effectively manage multiple priorities and lead change management activities
+ Experience with government program management, design, development, implementation, evaluation and reporting
+ Experience with quality assurance programs for service delivery contracts
+ Ability to travel CONUS/OCONUS up to 10% as required.
+ Excellent oral/written communication skills
+ Experience with and ability to proficiently use Microsoft Office software (Outlook, Word, Excel, PowerPoint)
Preferred Qualifications
+ Masters degree in a related field from an accredited institution
+ Knowledge of TAP policies, DoD/Army transition requirements, and CRS standards.
+ Prior military service or direct experience supporting transitioning Service members and Veterans
+ Familiarity with Section 508 compliance, VA TMS 2.0 training platform, and SharePoint-based deliverable tracking
Other Requirements
+ Ability to successfully complete pre-employment and government background investigation to include FBI fingerprints
+ This position requires access to U.S. Government facilities and systems. U.S. Citizenship, a valid driver's license, transportation, and auto insurance are required.

Physical Demands: Works in office areas. Sits, stands, bends, lifts, and moves intermittently during working hours. Uses computers, telephones, copiers, printers and other office equipment.
