Summary A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. All applications submitted by 11:59 (EST) on the closing day will receive consideration. Responsibilities Operates Motor Vehicles Operates light-duty motor vehicles up to 10,000 lbs. GVW to transport personnel, tools, equipment, and materials to and from work sites. Drives on federal, state, county, and city roads in all traffic conditions and performs routine operator-level checks. Grounds and Landscape Maintenance Mows, edges, trims, and waters lawns; maintains landscaped areas; removes weeds and invasive vegetation; trims trees and shrubs; and performs litter pickup using power and manual tools. Laborer and Facilities Support Loads and unloads supplies and equipment; moves furniture and signage; paints picnic tables, posts, and containers; cleans and repairs fire pits; and supports basic grounds upkeep. Construction, Repair, and Trail/Road Maintenance Digs trenches and drainage features; breaks pavement or concrete; mixes and pours concrete or asphalt; fills potholes; and moves heavy materials with wheelbarrows and hand trucks. Custodial and Janitorial Duties Performs cleaning and sanitation of buildings and grounds facilities using proper chemicals, dilution ratios, equipment, and safety practices per SDS guidelines. Safety and Compliance Uses PPE, conducts equipment inspections, handles chemicals safely, identifies hazards, reports incidents, and sets up proper work-zone traffic control with cones, barriers, and signage. Tools and Equipment Operation Uses hand and power tools including mowers, trimmers, chainsaws, brush cutters, chippers, drills, and others; performs cleaning, adjustments, and routine maintenance on assigned equipment. The typical seasonal entry-on-duty period is January - June but can be variable during these months due to weather conditions, project needs, or funding. Anticipated Entry on Duty: early January. Area Information: San Juan National Historic Site consists of a system of 400+ year Spanish fortifications and bastions that encircle the 500-year-old City of San Juan, Puerto Rico. Puerto Rico is the smallest island of the Greater Antilles chain. The island is 35 miles wide and 100 miles long with the highest elevation at 3000 feet. Average island temperature year-round is 82-87 degrees during the day and 72- 77 degrees at night. The San Juan metropolitan area has all amenities including excellent health services and retail stores. Recreational opportunities can be found island wide. San Juan airport is located 7 miles from the park and is serviced by most major airlines with nonstop flights to major hubs. Flight time to Miami is 2.5 hours and Atlanta is 3.5 hours. Cost of living is considered moderate. Puerto Rico has a 11 .5% of sales tax. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. You may be required to travel overnight away from home up to 1-3 nights per month. You must obtain a government charge card for travel purposes. Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Ability To Do The Work Of The Position Without More Than Normal Supervision (SCREEN OUT) Ability To Interpret Instructions, Specification, etc. (includes blueprints reading) Ability To Use and Maintain Tools and Equipment Dexterity and Safety Work Practices (including keeping things neat, clean, and in order) If your knowledge and ability in the SCREEN OUT factor above is not sufficient, you will receive no further consideration. Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS). If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility. The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM. Employment may be terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations. Physical Demands: The work performed requires the exertion of moderate to very heavy physical effort. The work involves lifting and moving objects over 50 pounds, and in some cases, carrying 80 to 100 pounds (or more) with assistance. Working Conditions: Outside work is usually performed under all kinds of weather conditions. Indoor work is often accomplished in office buildings or in well-lighted, heated, and ventilated areas such as warehouses, loading docks, or trade shops. Frequently exposed to weather and temperature extremes, drafts, noise, dust, and dirt and the possibility of bruises, muscle strains, cuts and scrapes. Work requires the employee to follow proper safety procedures and use standard safety equipment such as gloves, ear protectors, safety glasses, and steel-toe shoes to avoid possible hazards in the work area.
