    **HOURS:** Monday-Friday 8:00am - 4:30pm. Hybrid work option available once trained in.

     

    The City of Moorhead is accepting applications for an Accountant working in the Finance Division. This advanced technical position performs intermediate work in a variety of accounting and financial reporting functions supporting city-wide operations; maintains and coordinates grant accounting, assists with maintaining journals, ledgers and other subsidiary financial systems to ensure accurate financial records are used in preparing compliant budgets, financial statements and various analytical reports; and related work as required.

    2025 HIRING RANGE: $73,298 - $82,421

    Full range goes to: $103,880

    Eligible for a salary increase on anniversary date

    **ESSENTIAL FUNCTIONS:** The essential functions of the Accountant include, but are not limited to the following major duties performed. Duties are listed from most to least important.

    • Maintains and coordinates grant accounting with other City departments and grantor agencies, ensuring compliance with grant funding requirements

    • Assists with the preparation of the Schedule of Expenditures of Federal Awards as part of the annual audit.

    • Prepare and maintain general ledger entries, journal entries, budget adjustments, project reconciliations, and account reconciliations.

    • Perform daily recording and verification of all incoming and outgoing cash transactions.

    • Supports the preparation of financial reports, including the Annual Comprehensive Financial Report (ACFR).

    • Participates in the annual audit process.

    • Assists the Payroll Coordinator with various duties including, but not limited to, the following:

    o Data entry into employee records

    o Tracking records for military leave, workers’ compensation, FMLA, COBRA, PERA Exclusion, etc.

    o Processing employee change requests for direct deposit, W-4’s, voluntary deductions, etc.

    o Answering employee self-service access questions

    o Distribution of W-2’s

    o Annual benefits processing, which includes importing data and deduction updates to employee records.

    • Contribute to the development of the annual operating and Capital Improvement Plan (CIP) budget.

    • Monitor and reconcile revenue and expenditure accounts, including accounts payable and accounts receivable.

    • Prepares various financial reports, statements and projections using guidelines of Generally Accepted Accounting Principles (GAAP) and pronouncements issued by the Governmental Accounting Standards Board (GASB).

    • Performs data entry duties related to insurance renewals and claims.

    • Assists with the maintenance of fixed assets (including infrastructure) inventory records and accounting relating to acquisitions, costs detail and asset disposals, including the periodic physical inventory of assets.

    • Assist in the development of internal control procedures by identifying and notifying management of any discrepancies or inconsistencies and making recommendations for improvements.

    • Provides financial information to other departments, governmental agencies, auditors and general public.

    • Completes surveys and various other reports.

    • Provide backup for the Senior Accountant and other Finance Department staff as needed.

    • Performs other duties as needed.

    • Attendance at off-site courses/trainings/seminars may be required.

    REQUIREMENTS:

    • Bachelor's degree in accounting, finance, or related field

    • One year of related experience in accounting, municipal accounting preferred

    KNOWLEDGE, SKILLS, and ABILITIES:

    The Accountant requires thorough knowledge of accounting theories, principles, methods and practices including specialized government - specific practices; general knowledge of municipal financial laws, ordinances and regulations; ability to understand and apply laws and established policies to the maintenance of financial records; ability to communicate effectively, both orally and in writing; ability to prepare complete and accurate reports from various accounting data; ability to analyze reporting data and make recommendations; ability to verify accounting documents and forms for accuracy and completeness; ability to operate standard office equipment and applicable software packages including advanced Excel and Word; ability to establish and maintain effective working relationships with associates and the general public.

    PHYSICAL REQUIREMENTS and WORKING CONDITIONS:

    The Accountant requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions and occasionally requires walking and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
