    At the Louisiana Special School District, our mission is to deliver high-quality, accessible and compliant instructional programs that meet the unique needs of Deaf, Hard-of-Hearing, Blind, Visually Impaired, and other exceptional learners served by SSD.

     

    We’re looking for aStatewide Program Manager 2to join the SSD Administration —a chief executive official for Financial and Administrative Services for the Special School District. Serving as primary advisor to the Superintendent on all fiscal, operational and administrative policy matters, you will deliver broad independent judgement in establishing fiscal governance, statewide education service agency compliance and cross-departmental policy integration.

    Minimum Qualifications

    Eight years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

     

    Six years of full-time experience in any field plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

     

    A bachelor’s degree plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

     

    An advanced degree, or a Juris Doctorate, plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

    Job Duties and Other Information

    Job Duties:

    The Statewide Program Manager 2 - Financial and Administrative Services provides executive oversight of all fiscal operations, including accounting, budgeting, grants, and financial reporting for the SSD and establishes and enforces fiscal governance frameworks consistent with state and federal education requirements and the Division of Administration’s statewide financial policies.

     

    Provides high-level administrative direction over all human resource programs and policies affecting classified and unclassified personnel. Ensures human resources programs are consistent with Civil Service Rules, BESE requirements, and Title 17 educator personnel statutes. Ensures agency workforce planning aligns with educational goals and fiscal sustainability

     

    Provides strategic oversight of Operations, including facilities management, custodial and maintenance services, warehouse, mechanical systems, and security operations. Authorizes capital outlay priorities, emergency repairs, and long-range facilities planning. Approves campus safety protocols and collaborates with the Office of Risk Management, State Fire Marshal, and law enforcement partners to ensure safety of students, staff, and residential facilities. Develops and enforces policies governing physical plant operations and emergency response readiness across all SSD campuses.

     

    Oversees SSD’s independent Information Technology division, ensuring infrastructure, cybersecurity, and digital learning systems are maintained in alignment with statewide IT standards. Approves technology investments, data management policies, and digital accessibility standards for students and staff. Leads strategic planning and policy development for enterprise systems that improve efficiency and transparency across fiscal, HR, and operational domains. Serves as the primary liaison with state technology and education partners to coordinate modernization initiatives and ensure continuity of digital services.

     

    Directs and enforces the SSD Emergency and Crisis Management Program, ensuring departmental compliance with statewide emergency and safety regulations. Approves emergency plans, training, and drills in coordination with the Office of Risk Management, State Fire Marshal, and other oversight agencies. Leads Continuity of Operations (COOP) and Continuity of Government (COG) planning, and serves as executive lead during emergencies and disasters. Performs other duties as assigned by the Superintendent.

    Appointment Type: Probational

     

    Work Schedule: Work hours are 8:00 AM to 4:30 PM, Monday - Friday.

     

    Compensation: This job title is assigned at pay level AS-624 - Annual Minimum $79,019 and Annual Maximum $155,043.
