Job Description
Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsiblities
MSTS is seeking to hire a Senior Engineer for the Power Engineering department. This role will provide engineering support and oversight for high and medium voltage (up to 138kV) power transmission, distribution and substation construction, maintenance, and operational activities for the Nevada National Security Site (NNSS). The Senior Power Engineer will report directly to the Power Engineering Manager, within the Site Power organization.
Key Responsibilities
+ Provide engineering support for field operations including walkdowns, work package development, construction support, troubleshooting, event/outage analysis, and outage mitigation.
+ Key power stakeholder for initial project scoping and at turnover to analyze configuration impacts and execute necessary change control across all projects.
+ Perform work as an integrated project member from inception to execution for large complex projects that will produce new or modified power system assets to be turned over to Site Power for operations and maintenance.
+ Lead the technical development, design, and analysis activities for small and medium power projects using prescribed codes and standards, computer software, and generally accepted best practices.
+ Update and maintain system model, studies, and configuration records.
+ Maintain system relay settings, templates, and manage associated policies and procedures.
+ Participate in developing maintenance programs and electrical apparatus testing procedures and policies.
+ Participate in the implementation and upkeep of Site Power’s reliability tracker including data collection, validation, analysis, and reporting.
+ Monitor or analyze work of technicians and other support personnel working on their projects, maintenance, or troubleshooting activities.
+ Develop and maintain Site Power’s construction standards and equipment specifications.
+ In coordination with the subcontract technical representative (STR) and site power management, prepare work statements for complex subcontracts and procurements, evaluates bids and makes recommendations for awards.
+ Implement or maintain engineering tools and software including associated metadata and data flows.
+ Key contributor to the development and upkeep of technical engineering procedures and policies including protection manuals, testing and maintenance processes, design standards, and reliability metric policies.
+ Frequent coordination of discipline information with other departments within the company and with outside vendors.
+ Coordinate with external engineering support as needed for complex engineering needs.
+ Define training program for less experienced staff in engineering skills.
+ Serve as mentor to less experienced engineers, providing practical advice on implementation of solutions for organizational goals.
+ Directing the work of engineers in the absence of the designated manager.
+ May be called upon to provide data, relevant information, and represent company positions within other departments, to headquarters, or regulatory bodies (NERC, WECC, etc.).
+ Perform other duties assigned by Management.
Qualifications
+ Bachelor’s degree in an engineering program accredited by the Accreditation Board for Engineering and Technology (ABET) required for Civil, Mechanical and Electrical engineering;
+ Or, Calculus-based STEM bachelor’s degree in engineering;
+ Or, for Architects, Certification from the National Council or Architectural Registration Board (NCARB)
+ Or Professional Engineer license
+ Plus at least 5 years’ relevant experience. _Skill building experience must demonstrate either deeper technical specialization or additional cross-disciplinary knowledge. Graduate research experience may be recognized._
+ Ability to interpret and apply codes and standards including, but not limited to, NEC, NESC, NFPA 70B, NETA, and IEEE.
+ Strong competency in developing and interpreting one-line diagrams, electrical schematics, instrumentation & control diagrams, and general construction drawings.
+ Experience with large and complex power system projects.
+ Demonstrate strong knowledge of utility system protection principles and philosophies.
+ Ability to learn power engineering areas, activities and tools where additional experience is necessary.
+ Field experience with high voltage equipment and protective devices.
+ Ability to coordinate and guide cross-disciplinary teams.
+ Time management, organizational, oral, and written communication, interpersonal, analytical, problem-solving, and decision-making skills.
+ Work location will be the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
+ Work schedule will be 4/10s Monday through Thursday (subject to change).
+ Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
+ Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. **Department of Energy Q Clearance** (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707\_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Annual salary range for this position is: $99,340.80 to $149,011.20.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
