Associate vice president, health information technology & analytics
JOB SUMMARY
The Associate Vice President of Health Information Technology & Analytics provides strategic leadership for planning, development, and execution of EMR solutions. This role oversees EMR initiatives, policies, major changes, and vendor management, while driving collaboration across the organization to define requirements and deliver scalable solutions.
As a member of the leadership team, the AVP prioritizes objectives, implements strategies aligned with organizational goals, and leverages data and research to support cross-business decisions. Responsibilities include managing EMR support, development, and data functions; guiding the EMR product portfolio from inception through execution; and maintaining governance standards. The AVP fosters strong stakeholder relationships, mentors internal teams, and supports professional growth to ensure high-quality, actionable analytics and effective healthcare delivery.
ESSENTIAL FUNCTIONS
Strategic Leadership & Governance
+ Provide strategic and operational oversight of the Electronic Medical Record (EMR), Portal, and Data functions, including initiatives, goals, policies, major changes, and issue resolution.
+ Lead development, implementation, and monitoring of the organizational data dictionary and data governance plan.
+ Ensure compliance with confidentiality standards by defining data access permissions and managing access request processes.
+ Collaborate on annual strategic initiatives for EMR and Data Management, tracking and reporting outcomes.
System & Vendor Management
+ Oversee EMR performance and partner with vendors to optimize system functionality and efficiency.
+ Serve as primary liaison with EMR vendor, lead negotiations, and inform annual budget planning for EMR, Portal, and data analytics.
+ Direct system enhancements, functional improvements, and major upgrades.
Technical Oversight
+ Guide design and implementation of EMR forms, workflows, and data solutions, leveraging SQL and system architecture knowledge.
+ Oversee troubleshooting of database environments and internal monitoring processes (e.g., RHIO connectivity).
+ Ensure development and operation of internal EMR Helpdesk and IT-related training in collaboration with Learning & Development.
Data Analytics & Reporting
+ Oversee data quality control, validation, and compliance monitoring.
+ Ensure timely, accurate, and standardized reporting using EMR and data visualization tools.
+ Direct maintenance of SQL databases and integration with EMR vendor feeds.
+ Manage new data initiatives and reporting processes to meet regulatory and operational needs.
Project & Performance Management
+ Lead project planning activities, including defining deliverables, resolving issues, and escalating when necessary.
+ Track system performance using appropriate metrics, tools, and techniques.
+ Maintain knowledge of business processes and application design to align solutions with organizational needs.
Team Leadership & Development
+ Provide coaching, mentorship, and professional development for Directors and team members.
+ Foster collaboration across programs, operations, and technical teams to ensure effective workflows and user support.

+ Technical Proficiency: Advanced Microsoft Office skills (Word, Excel, PowerPoint, Power Apps, Power Automate); experience with data visualization tools (Power BI, Tableau); basic SQL knowledge; understanding of database structures and configurations.
+ Analytical & Strategic Thinking: Ability to organize and analyze quantitative data to identify trends; big-picture vision combined with tactical execution; strong organizational skills with attention to detail.
+ Confidentiality & Compliance: Ability to maintain sensitive information securely and uphold ethical standards.
EDUCATION & EXPERIENCE
Education:
+ Bachelor’s in Health Information Technology, Data Analytics, Healthcare Administration, or related field (required)
+ Master’s in Business Management, Data Analytics, or Technology (preferred)
Experience:
+ 8+ years with electronic health records and databases (required)
+ Proven leadership in strategic planning, communications, vendor management, and project execution (required)
+ Successful EMR implementation or large-scale system deployment from planning to execution (required)
+ Understanding of OPWDD-funded services and supports
Technical Skills:
+ Advanced Excel (macros, v-lookups, pivot tables, advanced formulas (required)
+ Advanced Microsoft Office proficiency (Word, Power BI, Power Apps, Power Automate, PowerPoint (preferred)
+ Familiarity with healthcare compliance, RHIO connectivity, and data governance
+ Knowledge of data analysis, integration processes, databases, and SQL (preferred)
