This role helps ensure fair, secure, and accessible elections by interpreting election laws, supporting and training local officials, managing critical timelines, and assisting with election technology systems. DISCOVER THE OPPORTUNITY TO
+ Support the integrity and security of the election process, including the computer and communication systems that enable statewide elections operations;
+ Assist in the biennial compilation and publication of Connecticut election laws;
+ Respond to inquiries and prepare memoranda, guidance, and informational materials related to election laws and procedures;
+ Review and examine nominating and primary petitions for compliance with statutory requirements;
+ Draft and update forms, instructions, ad election calendars related to elections and nominating procedures;
+ Participate in the planning and coordination of conferences and training events related to election administration;
+ Collaborate with the Information Technology Division to support and enhance election management systems, accessible voting technology, online voter registration, poll worker training tools, motor-voter processes, and related agency programs;
+ Provide telephone support to local election officials on election systems;
+ Evaluate and recommend updates to cybersecurity practices in alignment with federal guidance designating elections as critical infrastructure;
+ Prepare materials for an assist in conducting Election Official Conferences, including training Town Clerks and Registrars of Voters on election procedures and security protocols.

The Legislation and Election Administration Division (LEAD) administers, interprets and implements all state and federal laws pertaining to elections, primaries, nominating procedures, and the acquisition and exercise of voting rights. The Division encourages and monitors the implementation of the National Voter Registration Act and other voter registration efforts in Connecticut. In addition, the division is the official keeper of all acts, orders, grants and resolutions of the General Assembly, receives and maintains legislation, regulations and a wide range of other public documents as required by statute, and administers Connecticut’s notary public program.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Office of the Secretary of the State and the Elections Enforcement Commission this class is accountable for independently performing a full range of tasks in assisting in the administration of election laws or the administration and enforcement of campaign financing and disclosure laws.
EXAMPLES OF DUTIES
+ Assists in the preparation and editing of ballots, forms and instructions related to elections or campaign financing;
+ Prepares and furnishes information and educational materials for state and local officials, candidates, political committees, lobbyists, citizens and other concerned parties concerning elections or campaign finance;
+ Drafts legislation and procedural and substantive regulations;
+ Prepares materials for legislative committees;
+ May conduct training for elections officials or campaign treasurers;
+ Performs related duties as required.
OFFICE OF THE SECRETARY OF STATE
+ Assists in the biennial compilation and publication of election laws;
+ Answers inquiries and prepares memoranda relating to election laws;
+ Examines nominating and primary petitions;
+ Drafts revisions of forms and calendars relating to elections and nominating procedures;
+ Participates and assists in the planning of conferences relating to elections administration;
+ Prepares materials for and assists in conducting Election Official Conferences for Town Clerks and Registrars of Voters.
KNOWLEDGE, SKILL AND ABILITY

STATE ELECTIONS ENFORCEMENT COMMISSION

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of experience in providing complex clerical support involving the legal and technical aspects of elections and/or campaign financing.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
+ College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
+ A Master's degree in a closely related field may be substituted for one (1) additional year of the General experience.
PREFERRED QUALIFICATIONS
+ Experience interpreting and applying election laws, regulations, or procedures, including Title 9 of the Connecticut General Statutes.
+ Experience managing or supporting voter registration systems, election results systems, or electronic reporting platforms, including troubleshooting user issues or coordinating data updates.
+ Experience performing tasks related to election administration, such as maintaining election calendars, tracking statutory deadlines, coordinating key election activities across multiple time periods, or elections information technology.
+ Experience developing and delivering training to large groups on elections-related processes.
+ Experience communicating technical or statutory information to diverse audiences and building consensus, including written guidance, presentations, or public-facing support.
+ Experience managing multiple priorities and deadlines in a fast-paced environment, including maintaining accuracy and attention to detail during high-volume periods.
+ Experience supporting election-related technology or working in an IT-adjacent role, including handling confidential or legally-restricted information in accordance with established procedures.
+ Experience using Microsoft PowerPoint and Outlook for email and shared calendar use, scheduling, data visualization, and presentations.
+ Experience using Microsoft Word and Excel for document preparation and data tracking.
