The State of Connecticut, Department of Administrative Services ( DAS (https://portal.ct.gov/DAS) ), Bureau of Information Technology Solutions (BITS), is seeking applications from experienced individuals for the position of Manager of IT Facilities (Information Technology Manager 2 (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=1562MP&R1=&R3=) ), with the Center of Excellence team, under the BITS Infrastructure Services Group.
The State of Connecticut is undergoing a strategic optimization of its Information Technology (IT) resources to deliver enterprise-wide services in more efficient and innovative ways. We are setting trends, not following them. As part of these efforts, the majority of Executive Branch, Agency IT organizations joined forces to form a centralized team under the Department of Administrative Services, Bureau of Information Technology Solutions (BITS).

POSITION HIGHLIGHTS
+ Full time, 40 hours per week
+ First shift
+ Monday through Friday schedule
+ Location: 55 Farmington Avenue, Hartford, CT

THE ROLE
Reporting to the Director of Infrastructure Services, you will work to inventory the deployed technology platforms and validate areas of ownership and responsibility. This could lead to decisions to transition work to other areas, and similarly, decisions around work performed by other areas that would transition to the IT Facilities team. More detailed examples of duties are listed below.
Manager of IT Facilities duties include:
+ Managing and performing (as needed) all on-site, IT Facility implementation and support at Data center and field (campus and branch) locations, spanning more than five hundred sites, including but not limited to: Design, implementation and maintenance; Power, environment, redundancy, fiber, cabling, demarcation, rack; active and spare equipment inventory; spare equipment storage; IT facility operations; dispatch coordination both scheduled and unscheduled
+ Maintaining on-call schedule in a 24/7 coverage environment
+ Collaborating with other teams on dispatch coordination requests, and performing dispatch coordination, both scheduled and unscheduled, in a 24/7 coverage environment
+ Overseeing the inventory of IT Facility capabilities and road-map the reduction of duplication and optimization of solutions
+ Overseeing collaboration with customers, subject matter experts, support staff and other stakeholders to understand requirements, build unified vision on solution options, and coordinate and produce presentation of findings and recommendations
+ Overseeing work with IT security to ensure compliance and security requirements are adequately maintained
+ Overseeing, maintaining, tracking, and reporting: services; service levels; and service level commitments
+ Management and oversight of subordinate employees in the following areas: performance management, mentoring and growth planning; work prioritization and planning; scheduling, coordination, and approvals of time card and time-off
+ Recommending and coordinating career development for subordinate staff; manage, track, and report subordinate staff productivity and performance.

PURPOSE OF JOB CLASS (NATURE OF WORK)
Within a state agency information technology division this class is accountable for the management and direction of information systems, applications development, systems maintenance, and similar information technology functions as well as technical and support staff.
EXAMPLES OF DUTIES
+ Plans, organizes and manages all operations and activities of an information technology services unit, division, function or location; responsible for meeting all data processing or information technology needs of the respective unit, division, function or location;
+ Establishes priorities for systems development and information technology projects in accordance with agency requirements;
+ Coordinates, plans and manages solution architecture projects;
+ Directs the planning, design and implementation of complex storage solution configuration;
+ Develops plans for future utilization information technology services in the overall agency program;
+ Within the financial resources of the agency ensuring the development of high quality, low-cost technology solutions aligned with the needs of the State and its agencies;
+ Aligns information technology planning with the business strategy;
+ Leads and influences the development of standards and decisions regarding changes to systems/applications;
+ Manages information systems activities within areas such as IT infrastructure and architecture, applications development, networks, computer operations and support;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience in computer or network administration, architecture, operations, production control, systems development, information technology analysis and planning.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory capacity or one (1) year of the General Experience must have been in a managerial capacity.
NOTE: For state employees this experience is interpreted as two (2) years at the level of an Information Technology Supervisor or one (1) year at the level of an Information Technology Manager 1 or Agency Information Technology Manager.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
+ College training in computer science, management information systems or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
+ A Master’s degree in computer science, management information systems or a closely related field may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
+ Experience in design-deploy-maintenance of Information Technology Facilities, including redundant data-center
+ Experience scheduling on-site coverage, or on-site dispatch, during and outside business hours
+ Experience in technical process improvement or automation
+ Experience with vendor, expense or contract management life-cycle
+ Experience serving as a project or functional lead
SPECIAL REQUIREMENTS
+ The Information Technology Project Manager is limited to the Department of Administrative Services, Bureau of Information Technology Solutions and Centers of Information Technology Excellence as identified by the statewide Chief Information Officer. Managers functioning in this capacity oversee a portfolio of large, long range or multiple on-going projects. The complexity of the assignment is determined by project scope, risk exposure, span of control, diversity of skill-sets and capabilities as well as the size of project budget and number of team members. They oversee all phases of projects from conception to completion utilizing PMI standards.
+ Incumbents assigned to positions designated to perform Information Technology Project Management may be required to possess Certification as a Project Management Professional (PMP).
+ The Solutions Architect is limited to the Department of Administrative Services, Bureau of Information Technology Solutions and Centers of Information Technology Excellence as identified by the statewide Chief Information Officer. Managers functioning in this capacity oversee all aspects of solution architect projects which includes the development of technology solutions and mapping business requirements to systems and technical requirements ensuring alignment with the enterprise architectural plan.
