    Role Overview:

    The Legal Analyst assists with policy and procedural issues impacting DCS. You will perform highly complex and analytical work, research legal documents, and provide input on precedent-setting matters in order to achieve desired results. You will ensure compliance with, and enforcement of, state and federal laws, regulations, and statutes.

     

    This position is in Fort Wayne, Indiana, and will support staff in Allen County, and surrounding counties as needed.

    Salary:

    The salary for this position traditionally starts at $53,222 but may be commensurate with education or work experience.

    A Day in the Life:

    Responsibilities include:

    + Serve as a liaison on legal matters to governmental and non-governmental parties.

    + Conduct research of substantive and procedural legal matters directly pertinent to assigned agency mission and objectives.

    + Assist in drafting and preparing legal memorandum and briefs on a wide variety of legal issues.

    + Assist agency management in reviewing legal information or legal documents.

    + Resolve moderately complex issues related to one or more agency program areas.

    + Interpret and apply state laws and administrative rules as well as Divisional policies and procedures to ensure guidance and work product is accurate, complete and conform to program requirements.

    + Coordinate board meetings and prepare meeting minutes.

    + Develop and monitor the legal division database tracking legal and/or legislative actions and modifying if necessary.

    + Prepare investigative reports and submit recommendations for appropriate action.

    + Participate in the review of pertinent legislation and the promulgation of rules.

    + Assist during administrative hearings by taking notes, cataloging exhibits and other documents, and providing assistance as needed.

    + Perform legal administrative support duties as required.

    What You'll Need for Success:

    You must meet the following requirements to be considered for employment:

    + Specialized knowledge and understanding of the limited body of federal and state laws and procedures relating to the assigned program area.

    + Specialized knowledge of laws, rules, policy, and guidance associated with relevant subject matter.

    + General knowledge of rules of evidence and hearing procedures.

    + Basic knowledge of the agency and of state and federal agencies dealing with the programs, laws, and procedures.

    + Ability to analyze legal problems and determine method of approach for solving them.

    + Ability to research legal precedents.

    + Ability to deal tactfully with individuals in resolving their differences.

    + Display trustworthiness with confidential and sensitive information and apply ethics requirements to all decisions and actions.

    + Ability to effectively communicate in the legal environment.

    + Ability to prepare standard legal documents and forms.

    + Able to perform essential functions with or without reasonable accommodation.

    Supervisory Responsibilities/Direct Reports:

    This role may be utilized in a supervisory capacity based on agency needs.
