    The Maryland Transit Administration Police Force (MTAPF) is recruiting a knowledgeable and experienced professional to serve as a Body Worn Camera Redactor. This non-enforcement, administrative position will provide technical support and services to the MTAPF’s Body Worn Camera (BWC) Unit. This position will be tasked with responsibilities within the BWC Unit, which include inventory, technology-based duties, training, deployment, fulfilling public records requests and video redaction. The incumbent is required to communicate professionally and effectively with civilians, law enforcement and court representatives that are requesting relevant body worn camera, digital voice media or other documents and data records in accordance with the Maryland Public Information Act (MPIA) and/or Freedom of Information Act (FOIA). This position in collaboration with other stakeholders will correspondingly review and assess existing policies/directives, procedures, practices, and programs related to the MTAPF Body Worn Camera Unit.

    Key Responsibilities and Duties for this position include, but are not limited to, the following:

    + Review and create videos to be shared with courts and other federal, state, and local police agencies.

    + Comply with subpoena and Maryland Public Information Act requests.

    + Transfer, download, tag, and mark events.

    + Perform audio/video redactions.

    + Ensure proper records retention of digital materials.

    + Adhere to policy related to access of footage for investigations, reports, and audits.

    + Maintain police incident, accident and criminal report filing systems in order to facilitate data retrieval and research incompliance with State Field Reporting System Guidelines.

    IDEAL CANDIDATE WILL POSSES:

    + Working knowledge of the operation of Axon BWC equipment and software applications, data processing as well as current computer programs to access and utilize body worn camera video; video redaction techniques; ability to process public and intra agency video record requests.

    + Working knowledge of modern management practices and procedures; effective team dynamics, and the transit system modes of the MTA.

    + Ability to: plan work, organize tasks; establish and maintain effective working relationships with other employees, officials, and the general public; prepare and present clear and concise reports both orally and in writing; maintain records using a variety of source materials; understand and follow complex oral and written instructions; adapt to developed software for future technology as required by the position.

    + Skilled in: problem solving; oral and written communications; Microsoft Office software applications.

    Qualifications

    Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

     

    Experience: Three years' experience in administrative or professional work. * Two (2) years of experience must involve working in a law enforcement, criminal justice, or public safety environment . One (1) year of experience using of equipment and computer programs to perform technology-based tasks preferably on body worn camera video and/or other forms of digital media, voice recordings and evidentiary materials.

     

    *Selective Qualification recruitments are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skill, or ability). No substitution is allowed for a selective qualification.

    Notes:

    + Candidates may substitute education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.

    + Candidates may substitute the possession of a bachelor's degree from a college or university for the required experience.

    + Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

     

    Licenses & Certifications

     

    Employees in this classification may be assigned duties that require operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the state of Maryland.
