    Summary This position is located in the St. Cloud VA Health Care System (STCVAHCS) Office of the Director. This position serves as the Facility Planner/Project Manager and has responsibility as the senior level liaison official between members of the senior executive team, service line senior leadership Veterans Integrated Service Network (VISN) and Veterans Affairs Central Office (VACO) senior department members, and multiple stakeholders in all matters relating to strategic and program planning. Responsibilities Major duties include, but not limited to: Research and Analysis: Researches health care trends, identifies best practice models for health care delivery, and determines applicability to Veteran Affairs operations. Applies complex and multiple analytical methods, conducts cost/benefit analyses and develops strategic health care delivery models and business plans. Serves as the Subject Matter Expert (SME) in areas assigned for analysis in order to design studies, collect and analyze data, interpret findings, prepare reports, and communicate recommendations to clinical and administrative leadership. Works closely with clinical and administrative leadership to translate broad parameters into specific study requirements, requiring a high level of knowledge of administrative laws, policies, regulations, and precedents related to health care issues and the Department of Veteran Affairs (VA). Planning and Implementation: Manages the formulation and development of organizational strategic plans in alignment with Veterans Integrated Service Network (VISN) and Veterans Health Administration (VHA) strategic plans. Assists with ensuring the planning priorities are well integrated into all operational structures of the Health Care System. Serves as the primary point of contact for VISN office officials for the health care system for planning and outpatient clinic activities and initiatives. Presents at VISN-wide meetings, conferences, and training sessions in the area of strategic planning, project management, and outpatient clinic activities for VHA, network, and medical center initiatives. Project Management: Designated as Project Manager by the director for projects of considerable scope and complexity as measured by their diversity, impact on clinical operations, management demands, technical intricacies, and public visibility. Coordinates with all stakeholders to ensure effective communication of requirements and resources is continuous and ongoing. Works in conjunction with the Contracting Officer in preparing project packets for bids. Coordinates work schedules with contractors and STCVAHCS staff to minimize disruption of patient care activities and mitigates conflicts to ensure timely work accomplishment. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/01/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Individual Occupational Requirement: Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provisions for In-service placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Specialized Experience GS-12: One (1) full year (52 weeks) of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Creditable specialized experience for this position is defined as: experience working in a healthcare setting researching healthcare trends, identifying best practice models for health care delivery; conducting cost/benefit analyses to develop strategic health care delivery models and business plans; applying fact-finding, problem solving, and a variety of qualitative and quantitative methods using multiple data sources; assessing and/or recommending improvements of program effectiveness; analyzing data sets including demographic and workload data; communicating recommendations to clinical and administrative leadership. Preferred Experience: Strong communication skills; ability to build coalitions.
