Summary The employee will serve as the Program Analyst, located in the Technology, Data and Information department, Veterans Crisis Line (VCL), Veterans Affair (VA). The VCL is a 24-hour, 7-days-a-week, 365-days-a-year service aimed at connecting callers worldwide to a caring, qualified Veterans Administration employee. The VCL's mission is to provide 24/7, world-class suicide prevention and crisis intervention services to Veterans, Service Members and their family members. Responsibilities Major duties include but are not limited to: Informs leadership on decisions when procedures/ guidelines do not exist on applicable resources and/or systems requirements for implementation in line with state of the art information technology and trends. Provides advice and guidance to all VCL offices on digital services best practices from within and outside government. Explores advances in communications and contact center technology, enhancing efficiency of operations through modifications and applications of evolving technology. Exercises initiative and judgment in recommending deviation, as required, from standard practices and in recommending methods for enhancing operational efficiency through modifications and application of evolving technology, especially in situations where these applications are leading edge implementations in the field of Suicidology and crisis care. Champions the use of modern digital service delivery and management approaches, drawing heavily upon best practices from the consumer internet industry (i.e human-centered design, 2 DevOps, open source, and agile development processes). Works with other service managers and product owners to balance and prioritize services to meet overall customer requirements, constraints, and objectives. Works with VCL managers and supervisors, VA and VHA senior leaders involved in mental health crisis interventions in regards to technology and innovations. Serves as a liaison with OIT staff and vendors to identify, develop and build support and tools (technical and policy) for implementing a mission enhancing user experience and improved Key Performance Indicators (KPIs) across VCL. Works with OIT staff, vendors, and outside organizations, as well as end-users, to analyze, evaluate, and develop business requirements for national application products. Work Schedule: Tour of Duty is typically Administrative Hours. Tour is subject to change based on program needs. Remote: This is remote position. Selectees will work 100% of the time in a non-VA-owned space outside of the local commuting area of a parent station. The employee's workspace must be suitable for conducting business and as such, remote employees are expected to provide a secure, distraction-free home-based worksite with reliable high speed internet connectivity. The employee will be required to travel to the closest VA Medical Center or VA Outpatient Clinic for issuance of equipment, and as needed for technical support. Selectees will be required to self-certify that their remote workplace meets all safety, privacy, and internet speed requirements. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/28/2025. Grade Requirement: For CTAP eligibility, an applicant's selection priority applies when the vacancy: (1) is at a grade or pay level with a representative rate no higher than the representative rate of the grade or pay level of the CTAP eligible's permanent position of record; (2) has no greater promotion potential than the CTAP eligible's permanent position of record; (3) is in the same local commuting area as the CTAP eligible's permanent position of record; (4) is filled during the CTAP eligible's eligibility period; and, if applicable, (5) is filled under the same excepted appointing authority as the CTAP eligible's permanent position of record if the CTAP eligible is an excepted service employee and the agency CTAP provides selection priority in the excepted service. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. In order to meet the minimum qualifications for this position, you must meet 3/5 of the following examples of specialized experience: Using rigorous analysis methods to define process and program/system improvements; Working with OIT professionals and other program experts in designing, implementing, and testing effective technological systems; Utilizing state-of-the-art information technology and trends and the ethical and application of these trend to suicide prevention and care; Using emerging technologies to lead their applications in a complex operating environment, including organizational redesign, change management and facilitation; and Providing leadership on complex technology and technology policy initiatives form conception through implementation.
