    MDHA employs over 300 staff members, has a budget of $185 million, and houses approximately 30,000 people, primarily through nearly 8,000 Section 8 Vouchers and over 6,800 apartments, which are mainly Project-Based Rental Assistance (PBRA) units, at 39 properties. MDHA is a housing authority, a community development agency, and a redevelopment agency.

    Position Summary

    Under direction of the Assistant Director of Rental Assistance the Housing Choice Voucher (HCV) Program Integrity Specialist investigates potential fraud, abuse, and noncompliance within the federally funded housing program. They perform file reviews, conduct research, and work with other agencies to ensure the integrity of the program and recover overpaid funds. The PI Specialist must be able to understand and apply program regulations, provide excellent internal and external customer service both in person, over the phone, and through e-mail.     Typical Duties

    Investigative and Compliance activities

    + Receives charges and complaints of program violations and fraud from specialists, other staff, and public, via telephone calls, written reports, and web mail reports regarding tenants, landlords, and/or applicants.

    + Research information using third-party sources and the Enterprise Income Verification (EIV) system to identify discrepancies in reported income or participant status and takes appropriate action

    + Investigates reported changes in income, expenses, and participant status to determine if fraudulent information has been reported resulting in deficient participant rent portions and Housing Assistant Payment (HAP)

    + Performs other related duties as assigned

    Case Management and Reporting

    + Prepare detailed reports documenting investigative findings and recommended actions, such as program termination or repayment.

    + Determines amount of overpayments, receives payments and, if necessary, refers balances for collection and HUD OIG

    + Prepares documents, schedules, conducts, and represents the housing authority at hearings in coordination with the Agency hearing officer.

    + Designs and implements tracking systems for reports and projects using databases and spreadsheets

    + Reviews move-out referrals for proper procedure and process the move-out in YARDI software

    Preventative and Training Function

    + Develops and delivers training programs for staff on regulations, policies, procedures, and reporting

    + Provides guidance and technical assistance to other staff regarding program policies and compliance

    + Distributes policy updates related to program integrity and compliance

    + Monitors outcome relative to program integrity and fraud prevention

    Collaboration

    + Works with law enforcement, other Public Housing Authorities (PHAs), and the U.S. Department of Housing and Urban Development (HUD) Office of the Inspector General

    + Communicates with program participants, landlords, and the public regarding program rules, violations, and appeals

    + Consults with other PHA’s regarding move-outs, answer questions regarding negative terminations & balance owed from PHA’s outside of the MDHA housing jurisdiction

    + May represent agency at outside meetings

    + EIV Immigration Report

    + EIV New Hires Report

    + Clients with EOP 50058 and Current Status

    + Clients on Notice, noting any on notice for more than 60 days

    + EIV Income Discrepancy Report

    + EIV Multiple Subsidy report

    + EIV No income report

    Minimum Qualifications

    A bachelor's degree in criminal justice, business administration, social services, or a related field is often preferred. A minimum 3 years of experience working with the affordable housing programs preferably the Housing Choice Voucher program. Required experience typically includes work in HCV Specialist, housing compliance, or federal program fraud investigation. Preferred certifications, HCV Specialist or similar.

     

    Candidates with accreditation earned in foreign institutes are encouraged to apply

    Valid Tennessee driver’s license

     

    Must obtain Hearing Officer Specialist Certification within one year of employment.

     

    Preferred Experience, Knowledge, Skills, and Abilities

    Analytical Skills:

    Strong analytical, time management, organization, investigative, and interviewing skills are essential, as are excellent written and verbal communication abilities. Candidates need proficiency in computer software, including Microsoft Office, particularly Excel and the ability to handle confidential information. A valid driver's license is required.

    Financial Skills:

    Knowledge of general accounting practices; ability to perform basic mathematical calculations (addition, subtraction, multiplication, division, percentages, and fractions) to calculate, anticipate and process retroactive payments.

    Resilience:

    Willingness and mental and physical ability to perform the duties involved in this classification. Ability to perform work with or without accommodation requires sitting, standing, and walking, dexterity of hands and clarity of vision, speech and hearing and powers of observation; other physical duties as required.
