    Summary This vacancy is for a GS-0343-14, Management & Program Analyst located in the Department of Homeland Security, U.S. Coast Guard, MAJOR SYSTEMS ACQUISITION ASSISTANT PEO SURFACE, CG-SEA-A in WASHINGTON, District of Columbia. Responsibilities You will serve as a Management & Program Analyst and be responsible for the evaluation and assessment of acquisition program operations. Ensures compliance with policies and procedures in the accomplishment of strategic goals and objectives, and provides advice, guidance, and direction on a wide range of program issues essential to the efficient operation. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Developing, coordinating, and implementing USCG goals, objectives, and acquisition implementation strategies by ensuring the acquisition meets the aforementioned strategies and goals. Assigning responsibilities for carrying out objectives, coordinating and directing the work within the acquisition division, sets performance targets, and resolves differences where required. Providing input to government quarterly project reviews and semi-annual contract baseline reviews. Analyzing and evaluating existing, new, and emerging functional requirements of the acquisition, operational standards, and measures of effectiveness. All Federal employees are required to have Federal salary payments made by direct deposit. Qualifications To qualify at the GS-14 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular and recurring basis. Specialized experience may include the following: Exercise overall responsibility for the annual review of the acquisition project operations and cost allocations, and the maintenance of performance standards for the acquisition projects. Prepare monthly project status reports marking cost, schedule, and performance. Provides analysis and development of appropriate cost-sharing mechanisms, full cost methodologies, and Earned Value Management System (EVMS) data for respective acquisition project. Keep the Contracting Officer informed on technical recommendations, the progress of proposed contract modifications, validity of claims, analysis of proposals, and assessment of contract time extensions. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NOTE: Education cannot be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have a positive education requirement.
