    Summary This position is located in a National Park Service Unit. The primary purpose of the position is to perform laboring duties that require significant manual skill, prior work experience or training, and very heavy physical effort. Responsibilities The major duties of the Laborer (Motor Vehicle Operating) position include, but are not limited to, the following: Performs daily animal care duties including feeding, watering, manure removal, cleaning of enclosures, grooming, medical care and first aid. Performs routine daily maintenance of grounds, trails, exterior structures, buildings, and related facilities (includes snow removal) Safely operates and maintains various groundskeeping equipment including mowers, string trimmers, hedge trimmers, pole saws, hand tools etc. Performs trash collection, picks up refuse and storm debris, and clears dumping as needed. Performs simple carpentry, painting, plumbing and electrical maintenance and repairs Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes. Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. You must have the ability to lift 50 or higher pounds. Must have the ability the ability to work outdoors for extended periods in all weather conditions, ability to bend, stoop, kneel, crouch, climb, and lift and move heavy items. As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated. This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service. Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated. Upon completion of your probationary period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. *Additional Requirements located under qualifications* Qualifications Requirements Continued... Must possess a valid state driver's license. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. Qualifications To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Work demonstrating the ability to perform the duties of this position without more than normal supervision. (SCREEN OUT) Work Practices (includes keeping things neat, clean and in order) Ability To Interpret Instructions, Specifications, etc. (other than blueprints) Ability To Use and Maintain tools and Equipment Dexterity and Safety Selective Placement Factors Selective placement factors are minimum qualifications that are required at time of application. Applicants that do not possess these requirements, will no longer receive consideration for this position. Selective Placement Factor for this position: Applicants must possess a high degree of physical fitness necessary to perform duties. This includes the ability to work outdoors for extended periods in all weather conditions, ability to bend, stoop, kneel, crouch, climb, and lift and move heavy items (in excess of 50 pounds) to chest level. Quality Ranking Factors Applicants with the following skills may be rated higher than those that do not possess the skills, but are not necessary for satisfactory job performance: Demonstrated prior knowledge and skills in animal husbandry. Well-developed situational awareness to ensure safe animal handling as well as keen observational skills to note changes in animal behavior that indicate illness and injury among the resident livestock are preferred. If your knowledge and ability in the SCREEN OUT factor above is not sufficient, you will receive no further consideration. You will receive credit for all qualifying experience, including volunteer experience. Education There is no substitution of education for experience for Wage Grade (WG) positions. Physical Demands: The work performed requires the exertion of very heavy physical effort in operating large riding mowers; or lawn and garden tractors on grades and in areas with bushes, trees, and other visible obstacles that require significant maneuvering and lever control. The work involves lifting and moving objects over 50 pounds, and in some cases, carrying 80 to 100 pounds (or more) with assistance. Working Conditions: Outside work is usually performed under all kinds of weather conditions. Indoor work is often accomplished in office buildings or in well-lighted, heated, and ventilated areas such as warehouses, loading docks, or trade shops. Frequently exposed to weather and temperature extremes, drafts, noise, dust, and dirt and the possibility of bruises, muscle strains, cuts and scrapes. The equipment, tools, and tasks involved frequently require extreme care and use of safety gloves, ear plugs, safety glasses, or respirators to avoid severe injuries. The National Park Service has determined that the duties of this position are NOT suitable for telework.
