    S ummary

     

    The Project Analyst Level II supports the planning and implementation of New York City Transit Authority (NYCT) track access for MTA Construction & Development (C&D) capital projects. This role is part of a collaborative team responsible for ensuring that construction projects are aligned with operational constraints and MTA priorities . The ideal candidate is detail-oriented, analytical, and eager to grow in a fast-paced, cross-functional environment. This position offers the opportunity to contribute to high-impact infrastructure projects while developing skills in project planning, data analysis, and stakeholder coordination.

    Responsibilities

    Track Access Coordination: Assist in the planning and coordination of track access and diversion services (e.g., General Orders or “GOs”) to support MTA C&D capital projects.

     

    Plan Development Support: Support the development and review of track access plan ning by validating outage requests , reviewing schedules and forecasts , and helping identify potential conflicts or efficiencies.

     

    Stakeholder Collaboration: Collaborate across the MTA —including with C&D Delivery, NYCT Service Delivery, Maintenance of Way (MOW), and Operations Planning (OP)—to align project needs with available resources.

     

    Schedule & Data Maintenance: Help develop and maintain tracking for project schedules, track outage occasions , and other owner support resource tracking tools to support accurate planning and reporting.

     

    Analysis: Contribute to the analysis of system-wide access needs to identify opportunities for coordination and improved service delivery.

     

    Reporting & Visualization: Assist in preparing reports, presentations, and dashboards for internal stakeholders using tools such as Excel and PowerPoint.

     

    Process Improvement Participation: Participate in process improvement initiatives by helping test and refine planning tools, templates, and workflows.

     

    System Data Support: Support the team in maintaining data accuracy across systems such as the Track Access Management System (TAMS) , TA Labor Construction System (TLCS), and other internal platforms.

     

    E ducation and Experience

     

    Bachelor's degree in Business Administration , Urban Planning, Public Administration, Economics, Finance, Accounting, Computer Science, Engineering, Architecture, Mathematics, or a related field .

     

    Must have a minimum of one ( 1 ) year of related experience.

    Competences:

    Strong analytical skills.

     

    Self-motivated and detail - oriented .

     

    Strong organizational, written, and oral communication skills.

     

    Ability to work effectively in a fast-paced environment with all levels of management and team members.

     

    Ability to handle sensitive and confidential information with sound judgment and discretion.

     

    Knowledge of Microsoft Office Suite (including Excel, Access , and PowerPoint).

    Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the " Commission " ).
