About this Unit:
The Food and Energy Assistance Division is responsible for the administration of several major Federal programs such as the Supplemental Nutrition Assistance Program (SNAP), Electronic Benefit Transfer (EBT) program, Food Distribution Programs (FDP), the Summer Electronic Benefit Transfer (S-EBT) program and the Low Income Energy Assistance Program (LEAP) and associated support systems and subprograms that address food and energy needs for Coloradans. In a state-run, county-administered system, this unit is responsible for the oversight of county operations. Specifically, the Performance Team unit creates, implements, and monitors the application of policy, procedures, and rules for SNAP. The unit is also responsible for performing comprehensive management evaluations of local operations, SNAP issuance accountability and monitoring, performance evaluation through data analysis, and monitoring participation, performance improvement planning and implementation.

This position provides county support for the administration of the SNAP program in Colorado through interpretation of federal and state rules, including Management Evaluation reviews, technical assistance, and general program assistance to county staff responsible for the administration of all components of SNAP in accordance with federal guidance. Position evaluates program objectives established by Federal entities to determine processing and operations necessary to assess the oversight, development, and approval of county corrective action plans. Additionally, the position provides recommendations to program administration on program operations and future planning; and analyzes and recommends program enhancements. Provides input into program mission, goals, and objectives in conjunction with overall departmental administrative objectives. This position demonstrates an advanced level of expertise in SNAP compliance and serves as the team Lead.
Primary Job Duties:
+ Work Leader - Assigned as Work Lead for the Performance Team. This position has direct control over day to day activities of SNAP Program Specialist IIIs to include assigning tasks, monitoring progress and workflow, scheduling work, and establishing work standards. The work/project leader provides input into supervisory decisions made at higher levels. This position is responsible for special projects as assigned by SNAP Performance Team Supervisor, including reviewing final products before submission to the Supervisor for final review.
+ County Management Evaluation Reviews - Assists with direction of County Management Evaluation (ME) reviews following federal guidelines and priorities. Evaluates complex situations and processes and uses judgment to determine deficiencies and compliance issues. Evaluates varied and detailed complex data and interprets compliance risk. Provides oversight for the development of the County Management Evaluation (ME) reviews based on the analysis of the performance of the county through regular review of reports, data, client feedback, and complaints. Develops with the SNAP Program Specialist IIIs a system for regular and on-going performance monitoring to ensure any deficiencies cited during the review are corrected.
+ County Support - Responsible for monitoring the performance of Colorado counties using data from various internal and external sources to analyze the strengths and weaknesses of county performance. Provides connections to any needed resources regarding technical assistance to counties. Works with counties to ensure implementation of state and federal SNAP regulations. Oversees the resolution of Whistleblower, Civil Rights, or client complaints, which may include county and client contact. Reviews assigned county hearings and collaborates with SNAP Performance Team Supervisor to coordinate the filing of exceptions, if needed.
+ All other duties as assigned - Other duties as assigned, specific to the Department, FEAD, and SNAP Team vision and goals.

Experience Only:
Seven (7) years of relevant experience in eligibility determination for the Supplemental Nutrition Assistance Program (SNAP); SNAP Program management/administration; experience in issuing, accounting for, or overseeing EBT (Electronic Benefit Transfer) cards.

Education and Experience:
A combination of related education and/or relevant experience in an eligibility determination for the Supplemental Nutrition Assistance Program (SNAP); SNAP Program management/administration; experience in issuing, accounting for, or overseeing EBT (Electronic Benefit Transfer) cards, equal to seven (7) years.
Preferred Qualifications:
+ Interest in completing local (in-state) travel, which includes occasional overnight stays, to perform reviews of county Human Services departments
+ Experience/familiarity with Google platform products, including Google Sheets, Google Docs, Gmail, and Google Calendar
+ Experience in coaching and mentoring others
+ Experience creating written products and verbally presenting those products
+ Interest and experience in completing independent research into regulations, statutes, and policies
+ Demonstrated ability to carefully compare written instructions (e.g., regulatory documents) with outputs (e.g., case outcomes) to determine whether outcomes comply with requirements
+ Experience utilizing the Colorado Benefits Management System (CBMS)
+ Relevant years of State service should be considered as a preferred qualification to be used to determine the top candidates on the referral list. (Partnership agreement 10.1.)
Conditions of Employment:

+ Motor Vehicle Check , if the employee will drive a state-owned vehicle, either in an on-going capacity while performing their normal day-to-day job duties OR on occasion for training/meetings/client visits/etc.
+ Must possess a valid, non-restricted Colorado Driver’s License or an non-restricted U.S. Driver's License for positions within 30 miles of the CO state border
+ Out-of-State Driver’s License holders must obtain a valid, non-restricted Colorado Driver’s License within 30 days of employment start date.
