Summary About the Position: Serves as Project Manager, responsible for the overall management, control, coordination and execution of assigned programs and projects. Ability to exercise project management methods/techniques applied to National Environmental Policy Act (NEPA) and/or environmental cleanup and compliance programs. Responsibilities Responsible for the overall management, control, coordination and execution of assigned programs and projects. Implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of assigned programs. Coordinates the planning, design, and construction for projects of normal scope and complexity as measured by their diversity, geographical area, management demands, technical intricacies, and public/regulatory issues. Controls and manages project milestones and budgets. Serves as the district's primary point of contact for projects assigned with customer, Federal, state, and local government agencies, Congressional interests, other external organizations, and higher authorities. Preparation of environmental impact analysis documentation such as Environmental Impact Statements (EISs), Environmental Assessments (EAs), and Records Environmental Consideration (RECs). Interpret regulations from higher echelons, the US Environmental Protection Agency (USEPA), US Fish and Wildlife Service (USFWS) and local agencies to determine the potential impact to programs and activities. Reviewing environmental program operations to determine policy deficiencies and necessary changes. The entry requirement requires completion of education or a combination of education and experience sufficient to be comparable to that normally acquired through the completion of a four-year course of study wit a major in the professional or scientific field. Specialized Experience for the GS-12: One year of specialized experience which includes managing scope, schedule, and budget of Civil Works projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-11).
