    BASIC PURPOSE

    Under general supervision, performs journey-level electrical work in the installation, operation, repair, maintenance, and programming of traffic signals, street lighting, and building and facility electrical systems. Position provides electrical support to other divisions as needed and may be required to assist other work crews during emergency event responses such as windstorms, localized flooding, or snow and ice response. The current work schedule of this position is Monday - Friday, 7:00AM to 3:30PM.

    PRIMARY FOCUS & IMPACT:

    This position will have the primary responsibilities of maintaining signal lights, streetlights, and City electrical systems.

     

    A first round of interviews is tentatively scheduled for the week of January 5th, 2026.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    These duties include but are not limited to the following:

    + Frequently makes routine decisions in the field while performing maintenance and/or repair on new or existing electrical systems which includes traffic systems, street lighting and building and facility electrical systems.

    + Installs, inspects, maintains, troubleshoots, and repairs new and existing traffic signal equipment to include programmable controllers, traffic signal heads, transfer switches, supports and auxiliary equipment, vehicle detection systems (e.g. loops, video, opticom, infrared, radio, transit priority, etc.) service disconnects, school speed flasher systems, and conflict monitors (e.g. updating software and programming with a laptop).

    + Installs, inspects, maintains, troubleshoots and repairs new and existing street light electrical equipment to include luminaire heads, conduit, wiring, junction boxes, contactors, photo cells, and circuit breakers.

    + Installs, maintains, troubleshoots and repairs electrical components to include, panels, outlets, lighting, transfer switches, and miscellaneous electrical systems (e.g. solar panel systems), such as irrigation controllers, UPS, HVAC, and landscape lighting. Landscape lighting may include locating traffic signal and streetlight wires underground.

    + Assists the Senior Maintenance Technician with determining process efficiency and making recommendations on potential improvements in operating procedures.

    + May be assigned to orient, assist, train, direct, or oversee the work of other Electrical Technicians, Maintenance Assistants, and temporary employees.

    + Regularly performs standby duty on a voluntary rotational basis for all the maintenance divisions in accordance with each division's policies and procedures for after-hours response.

    + Performs other duties as assigned, including but not limited to, graffiti removal, junction box cleaning, surface prep and painting, etc.

    QUALIFICATIONS

    REQUIRED QUALIFICATIONS:

    A High School Diploma or G.E.D. AND three (3) years of experience installing and maintaining electrical systems and motor controls in a commercial or industrial environment.

    OR

    *May have a combination of experience, education, and training that would substitute for the level of knowledge and ability required.

    PREFERRED QUALIFICATIONS:

    + Washington State Labor and Industries (L&I) General Journey Level Electrician (EL01) Certification

    SPECIAL REQUIREMENTS OR LICENSE(S):

    + Must pass a thorough background investigation and a pre-employment physical, including drug testing, to determine the ability to perform the essential functions of the position.

    + Must maintain a level of physical and mental fitness necessary to perform the essential functions of the position.

    + Must be attentive to job safety considerations and follows all required safety policies, procedures, and techniques.

    + Verification of identity and United States work authorization must be complete as required by the Immigration Reform and Control Act.

    + Must have a valid Washington state driver license and a driving record acceptable to the City and the City's insurance carrier.

    + Must have or have ability to obtain Criminal Justice Information (CJI) Security Awareness training within six (6) months of hire.

    + Must have or have ability to obtain rigging and signaling training within twelve (12) months of hire.

    + Must have or have ability to obtain a crane operator qualification, flagging certification, forklift operator's license, and industrial first aid/CPR certification within twelve (12) months of hire.

    + Must have or have ability to obtain a bucket truck/aerial lift operator's certificate within 12 months of hire.

    + Must have or ability to obtain a commercial driver license endorsement Class B, with air brake and tank endorsement, within 12 months of hire.

    + Must have or have ability to obtain a valid Level I Traffic Signal Electrician offered by International Municipal Signal Association Certification or an equivalent vendor within 24 months.

    + Must have or have ability to obtain a valid Level II Traffic Signal Electrician International Municipal Signal Association Certification or an equivalent vendor within 36 months.

    KNOWLEDGE, SKILLS, AND ABILITIES

    Knowledge of:

    + Manual on Uniform Traffic Control Devices (MUTCD).

    + Federal, state, and local electrical codes to include ADA compliance requirements, mathematics pertinent to electrical systems, and wiring schematics.

    + Traffic signal systems.

    + Street lighting systems.

    + Building electrical systems.

    + Occupational hazards and a demonstrated "safety consciousness" and intent to comply with pertinent safety regulations, standards, and guidelines.

    + Lockout-tagout and working on energized circuits (e.g. ARC Flash protection).

    Skill in:

    + Reading and interpreting electrical codes, wiring schematics, blueprints, specifications, and manuals.

    + Learning the standard practices, materials, tools, and equipment of the traffic signal, utility, street lighting, and building systems trades.

    + Inspecting electrical work on City construction projects.

    + Completing work in a safe and quality manner, reflecting good workmanship, and in compliance with NEC & WAC codes.

    + Keeping accurate records of maintenance actions and emergency repairs.

    Ability to:

    + Initiate and perform confined space entry in accordance with City policies and procedures within one year of hire.

    + Proficiently and safely operate all equipment associated to the division, including routine computer work, such as data entry, ARC Pro, word processing, and entry and retrieval of data in the City's work order system.

    + Greet the public courteously and convey a sincere willingness to be of service and/or be open to resolving the situation at hand and taking the time to ensure message is easily understood.

    + Build trust, follow up on answers, research more data if needed, be helpful, and use both good verbal and non-verbal behavior to show an open, accepting attitude.

    + Establish and maintain effective working relationships with co-workers, general public, and other governmental partners.

    + Communicate effectively, both verbally and in writing.

    + Routinely lift 50 pounds from the ground to waist height.

    + Routinely work with hands above head for extended periods of time.

    + Routinely work on knees for extended periods of time.

    + Routinely work in an aerial truck at heights over 40 feet.

    + Work in the field in all weather conditions over rough terrain.

    + Respond on a twenty-four (24) hour basis to emergencies within forty (40) minutes.

    WORKING CONDITIONS

    Work Environment:

    + Regularly works indoors and out-of-doors in various weather conditions.

    + Frequently works around heavy equipment or high voltage power lines.

    + May be exposed to physical hazards from energized mechanical and electrical equipment and will occasionally work in hazardous areas under hazardous conditions.

    + Regularly works with hands above the head for extended periods of time, and on knees for extended periods of time.

    + Often works in heavy traffic, near moving mechanical parts, and in high, precarious places, such as ladders, boom trucks (40+ feet heights), scaffolding, and crawl spaces.

    + Occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and the risk of electrical shock and radiation.

    + Noise level in the work environment is usually moderate to loud.

    + Respond on a twenty-four (24) hour basis to emergencies within forty (40) minutes.

    Physical Abilities:

    + Frequently required to stand, walk, sit, kneel, bend, or climb and to use hands to manipulate, handle, or feel objects, tools, or controls, and work with hands over head for extended periods of time.

    + Must be able to lift and/or move up to one hundred (100) pounds with assistance. Must be able to regularly lift fifty (50) pounds from the ground to waist height without assistance.

    + Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

    + Hearing, speaking, or otherwise communicating to exchange information in person or on the phone.

    + Operate a computer keyboard and other office equipment.
