    The Office of Addiction and Recovery is seeking a Deputy Director to provide senior leadership and strategic vision to enterprise-wide interagency functions, resulting in coordination and integration of policies and strategies to address opioids, substance use, and addiction in Minnesota. This position manages and directs the Office of Addiction and Recovery (OAR) operational, and planning functions and serves as a principal advisor to the Governor’s State Director of Addiction and Recovery and members of the Opioids, Substance Use, and Addiction Subcabinet. The person in this role will be called upon by MMB senior management, the Governor’s Office, other state agencies and legislative staff to provide information, and respond to inquiries and make recommendations regarding substance misuse and substance use disorder policies, including by understanding and dissecting complex programmatic and systems interactions, federal and state laws, and community input.

     

    The incumbent functions as an executive-level decision-maker and requires expertise in policy and administrative systems; must be skilled in bringing together and aligning the expertise, efforts, and resources of multiple state agencies; facilitating collaboration; and building trust with partners and stakeholders to achieve multi-year, large-scale policy changes and reforms.

    Job duties for this position include:

    + Serving as a principal advisor to the Governor’s State Director of Addiction and Recovery, as well as members of the Opioids, Substance Use, and Addiction Subcabinet and the Governor’s Advisory Council on Opioids, Substance Use, and Addiction on policies and strategies to address opioids, substance use, and addiction in Minnesota and the system-wide reforms and associated operations needed to implement them.

    + Serving as a senior leader for the Office of Addiction and Recovery and directing the operational development, management, and staff for the office, managing and facilitating the work of consultants and staff reporting informally to OAR, including lateral management of agency leaders in policy domains across subcabinet agencies, in consultation with the Governor’s office.

    + Providing executive leadership support to the Opioids, Substance Use, and Addiction Subcabinet and serving the Governor’s State Director of Addiction and Recovery in facilitating cross-agency collaboration to identify system-level challenges, barriers, and opportunities; developing evidence-based solutions for addressing addiction as a chronic disease; and advancing comprehensive strategies for prevention, treatment, and long-term recovery that improve outcomes for all Minnesotans.

     

    Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) options for this position are dependent on where the employee lives. With approval, employees that live within 50 miles from the primary work location may telework up to 50%. Employees that live 50 miles or more from the primary location and live in Minnesota may telework more than 50% with approval.

    + Six (6) years of experience managing teams involved in Medicaid and/or substance use policy and operations.

    Experience must include:

    + Leading large-scale, complex initiatives and managing health care or human service programs

    + Managing budgets, including experience with state contracting and procurement

    + Working with government (state, federal, county, municipal, or Tribal) funding streams across the continuum of care for substance misuse and substance use disorder including Medicaid and Medicare reimbursement, federal block grants, opioid settlement fund, or state general funds

    + Building and maintaining cross-agency business, stakeholder, and policy relationships associated with interaction between federal and state statute, policies, and budgets

    + Conveying complex policy issues to a variety or audiences, drafting policies, and technical documents

    + Respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment

    A bachelor’s degree in public policy, public administration, public health, social work or other closely related field as determined by the agency may substitute for one (1) year of experience. A master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience.

    + Experience working with the Governor or their office, agency executive leadership, legislators, legislative staff, or agency legislative staff

    + Knowledge of federal and state legislative processes, requirements, and functions

    + Familiarity with national and clinical best practices in addiction policy

    + Proficiency in data analysis and interpretation for policy development
