    Job Description

    *To be eligible for this position, candidate must be serving permanently in the title of Administrative Engineer, or be reachable on the promotional list for exam #5564.*

     

    The Division of Transportation Planning & Management (TPM) seeks an experienced, innovative, visionary and empathetic candidate to serve as Chief of Traffic Control & Engineering. Reporting directly to the Deputy Commissioner of TPM, the Chief will develop and implement changes to curb management regulations, will evaluate traffic control and management measures, evaluate traffic flow patterns utilizing professional principles, concepts and methodologies, and oversee the management of all technical, operational and administrative functions pertaining to the five borough engineering offices and shops, Maspeth Central Operations, Bus Stop Management, Sign Sales, and private contractors.

     

    The Chief will provide direction at an executive level, demonstrating a willingness and readiness to tackle complex challenges, be an influential leader and oversee day-to-day operational and administrative aspects of Traffic Control & Engineering and other special projects. The candidate must have the demonstrated and proven ability to work with key stakeholders to determine priorities and provide overall leadership for professional, technical, trade and administrative employees to ensure the timely installation, replacement and repair of street and arterial signs and markings. The candidate will provide day-to-day guidance and oversight, monitoring employee productivity/outcomes and compliance with all policies, rules and regulations; ensuring staff understand their duties and expectations; coach and mentor staff while providing constructive feedback as needed, and ensuring tasks and standards and performance evaluations are prepared in accordance with agency requirements and specified timeframe. The candidate will contribute to the execution of DOT’s Strategic Plan and mayoral initiatives-vision zero and represent the Department in interagency and stakeholder meetings. The Chief will be expected to have demonstrated knowledge and experience managing budgets (expense and capital) and grants, creating project schedules, ability to prioritize, meet milestones and compliance with federal, state and municipal guidelines regarding uniform traffic control devices such as standards of position, height and pavement markings; along with the demonstrated ability to lead collaboratively and inclusively, seeking to cultivate continued professional development and growth of junior and senior staff and maintain a cohesive and effective team.

     

    TPM is responsible for the safe, efficient and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.

    Preferred Skills

    Knowledge of traffic calming, urban design issues and traffic engineering, planning, excellent writing, editing, and oral presentation skills are strongly preferred. Experience in innovative public outreach techniques, as well as in briefing executive staff and elected officials. Knowledge of New York City communities, including familiarity with the Community Board system. Prior experience working on coordination of projects with internal and external stakeholders and oversight agencies. Previous experience in grant writing, knowledge of grant project processes both FHWA and FTA, grant compliance and the ability to adhere to established project benchmarks and deliverables. Proficiency in AutoCAD, ArcGIS, and graphics software, including the Adobe Suite. New York State Professional Engineer license must be maintained for the duration of your employment. A current registration as a Professional Engineer must be maintained as a condition of employment.

    ADMINISTRATIVE ENGINEER - 10015

    Qualifications

    1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
