    Job Description

    Under the direction of the Director, Environmental Health & Safety, with some latitude for independent initiative and judgement, the EHS Program Manager is responsible for supporting the supervision, planning, implementation, and evaluation of a comprehensive environmental compliance program to protect the health and safety of the NYCHA community. This role will work across all the teams within EHS to ensure effective environmental investigations and monitoring of NYCHA’s compliance with applicable federal, state, and local regulations and NYCHA’s policies and procedures.

     

    The Program Manager will understand environmental and occupational health and safety regulations, data analysis, health and safety investigations, and NYCHA’s operations that impact the health and safety of employees and residents. The ideal candidate will be a self-starter who can work independently and is comfortable working in a fast-paced, deadline-sensitive environment. This position requires a high level of interaction and collaboration with all EHS areas- Environmental Hazards, Building System Safety, Employee Safety, Analysis and Engagement, and other NYCHA Departments such as Compliance, Healthy Homes, Operations, and NYCHA Residents.

    Responsibilities include, but are not limited to the following:

    1. Review and analyze EHS Oversight inspection data to track and support reporting on NYCHA’s health and safety compliance.

    2. Conduct analysis of NYCHA’s documented procedures and operations to identify any environmental compliance issues and recommend measures to bring programs into compliance.

    3. Collaborate with all EHS units to prepare quarterly or ad-hoc reports and presentations.

    4. Review EHS investigation reports and provide feedback to specialists, administrators, and unit leadership to ensure reports meet established standards.

    5. Perform periodic assessments of field operations to ensure inspections are being conducted in compliance with documented oversight processes, and report findings and recommendations for improvement to EHS leadership.

    6. Develop and draft department-wide operating procedures, reference guides, manuals, etc., to assist in standardizing operations across units and ensure compliance with EHS protocols.

    7. Develop productivity and performance reports to identify EHS personnel, teams, or units that are not meeting Department or NYCHA standards.

    8. When required, provide oversight of hazard mitigation plans associated with construction and development projects.

    9. Maintain accurate, up-to-date knowledge of health and safety laws and regulations. Research and report to EHS leadership on changes in applicable health and safety regulations and laws.

    10. Serve as a subject matter expert on NYCHA Standard Procedure committees to ensure operational protocols align with environmental, and health and safety regulatory requirements and that employee and resident safety is integrated into protocols.

    11. Manage special projects, investigations, and initiatives, particularly those requiring cross-functional teams or external department stakeholders.

    12. Assist with development and management of EHS’ internal training program which includes ensuring internal documents are periodically reviewed and updated and identify additional training for oversight teams.

    13. Evaluate and stay current with emerging environmental regulations or compliance issues to ensure that management and employees are informed about requirements, policies, and impacts to NYCHA’s operations.

    Qualifications

    1. A baccalaureate degree from an accredited college, including or supplemented by 30 semester credits in the physical and/or biological sciences, i.e., biology, botany, chemistry, geology, physics, physiology, and zoology; of which not more than 12 credit hours may be in the applied sciences, i.e., environmental technology, sanitation technology, medical technology, public health, infection control or food service; and at least two years of satisfactory full-time experience performing inspections to assure compliance with pertinent laws, rules and regulations governing the areas of food, drugs and general environmental conditions; or

    2. An associate degree from an accredited college, with 15 semester credits in the physical and/or biological sciences, of which not more than 6 credit hours may be in the applied sciences, and 4 years of satisfactory full-time experience as described in "1" above; or

    3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must have at least 60 semester credits from an accredited college, including at least 15 semester credits in the physical and and/or biological sciences. Furthermore, to assure compliance with Section 11.112 of the Compilation of the Rules and Regulations of the State of New York (NYCRR) – Title 10 (Health), all candidates must have at least 2 years of experience as a public health sanitarian as described in "1" above.

    4.
