Job Description
New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.
The mission of the Planning and Resiliency (P&R) division is to prepare the City to respond and adapt to emergencies through collaborative, scalable planning; comprehensive interagency coordination; and advancing recovery and resiliency. To execute this mission, the P&R division includes Interagency Coordination with an assistant commissioner leading three units made up of subject matter experts in Health and Medical, Human Services, and Critical Infrastructure; Resiliency and Recovery with an assistant commissioner leading the Resiliency Implementation and Resiliency and Recovery Planning units; and the Planning unit.
The Health and Medical unit works with New York City agencies and public health agencies, associations, hospitals, and emergency medical services on critical surge, response, and recovery issues, to prepare for and respond to incidents with significant public health impacts.
Reporting to the Director of Health & Medical within the Planning and Resilience Bureau, the Health and Medical Operations Specialist will collaborate with relevant agency partners to develop citywide emergency response plans and programs for a wide range of natural and man made hazards. The Specialist will be responsible for the management of medical and emergency radio equipment caches and the operational coordination with healthcare partners as well as other responsibilities as assigned. With latitude for independent initiative and judgment, the Health and Medical Operations Specialist will have responsibilities that may include but are not limited to:
- Operating as part of a team to develop the health and medical components of citywide response plans for a wide range of issues including natural and non-natural hazards. This includes representing NYCEM in all aspects of planning, preparedness, and response.
- Maintaining and foster intra/inter-agency coordination and communication with relevant health and medical agency partners including local, state, federal, and private entities.
- Coordinating the planning process and project management for the development of new plans and/or plan revisions to support health & medical operations across the city.
- Maintaining caches of medical and radio equipment in support of the NYC Healthcare sector.
- Working with relevant health and medical agency partners for successful plan implementation.
- Supporting healthcare facilities in the execution of their emergency response plans when activated.
- Supporting WMD (Weapons of Mass Destruction) planning initiatives
- Supporting special projects and other duties as assigned by the Director of the Health & Medical Unit.
**PLEASE NOTE THE FOLLOWING:
The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies. These non-business hours include nights, weekends, holidays, and extended week hours outside of a 9AM-5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the on-call EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between.
Candidates must be authorized to work in the United States without employer support to be eligible for selection. Note that NYCEM does not participate in eVerify, which is required for the reauthorization of some visas.
The selected candidate will be required to be in person in the office location three days per week, with exceptions for extenuating circumstances.
For this position, the “Special Note” below in the Minimum Qualification Requirements does not apply.

PREFERRED SKILLS
1. Awareness of federal and state emergency preparedness regulations and healthcare preparedness requirements.
2. Knowledge of healthcare operations, roles, and responsibilities at the local, state, and federal level.
3. Knowledge of emergency medical services and mass causality incident response.
4. Knowledge of medical equipment, radio equipment and programming, and logistics management software
5. Demonstrated ability to work independently or collaboratively in a high-pressure environment on complex projects with compressed timelines.
6. Superior written and verbal communication skills.
7. Ability to interface with the public, agency partners, and executive level personnel to present ideas, projects, plans, operational objectives, and summaries during emergent and non-emergent scenarios.
8. Flexibility towards shifting needs and priorities.
9. Ability to work well within a team structure.
10. Experience reaching consensus with multiple stakeholders that have different goals and opinions.

Qualifications
1. A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or
2. A baccalaureate degree from an accredited college and two years of satisfactory full time professional experience in the areas listed in "1" above; or
3. A master's degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences ,or related field and one year of satisfactory full-time professional experience in the areas listed “1" above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have a four-year high school diploma or its educational equivalent.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in ""1"" above.
