    Summary You will serve as a PROGRAM ANALYST in the Directorate Ship Management (N03), Fleet Oiler (PM1), Oilers Ship TAO (PM11) of MILITARY SEALIFT COMMAND. Responsibilities You will plan, direct, supervise, and monitor the daily readiness and material capabilities of each class of ship. You will support the deployment, sustainment, operation, management, material, maintenance, and technical and training support required to provide mission ready ships. You will manage the ships material condition, maintenance planning and execution, shipboard equipage and configuration, and training required to provide the ships ready for tasking to the sponsor(s). You will provide additional functional support staff within MSC as well as additional navy support organization and the resources of the private industry. You will assist the worldwide Fleet Operational Commanders in the development, planning, execution, tracking, funding, and management vessels for direct mission support. You will serve as the principal advising organization to the Director for all matters related to fiscal, operational, maintenance, crewing, logistics, and contractual issues associated with these ships. You will ensure a mission ready, best value, ship capability to respond to operational demands for the United States Forces worldwide. You will assist in day-to-day program analysis activities of projects to accomplish the organizational mission. You will perform reviews and analysis of major programs of the organization and prepare evaluative materials for the use of management officials in program reviews and evaluation presentations. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience assisting with worldwide scheduling and support of assigned projects including overseeing coordination of logistics and operational needs to meet mission requirements. Experience coordinating multiple projects with various stakeholders (internal and external) to achieve project goals and objectives and collecting, organizing, and maintaining information and data for future reference and analysis. Experience identifying resources including personnel, financial, and equipment to support various program and mission needs and monitoring the readiness and material condition of ships. Experience preparing and presenting briefings on assigned projects to large groups including senior internal and external personnel and monitoring the execution of projects from development to implementation. Experience reviewing contractor invoices to ensure that charges are reasonable, valid, properly invoiced and reimbursable in accordance with the terms of the contract. Experience participating and assisting in the planning, preparation, development, and justification of annual budget estimates and funding requests.
