    Duties Description This position is located within the Division of Environmental Permits. The Division of Environmental Permits manages the review and coordination of natural resource and environmental quality permit applications for the New York State Department of Environmental Conservation (NYSDEC). The incumbent would serve as a project manager in the Division’s Energy Project Management Bureau which specifically reviews energy generation and transmission projects. Project management activities include reviewing environmental reports and applications; preparing written comments; coordinating and facilitating meetings; communicating with the public and applicants; tracking project milestones; and drafting environmental permit conditions. More specific duties will include: Project Management and Review (80%)• Conducting timely reviews of environmental reports and applications• Performing occasional field work to inspect project sites• Consolidating comments from other NYSDEC Divisions• Scheduling and facilitating internal and external meetings• Preparing written material including a wide variety of NYSDEC correspondence such as Applicant comment letters and decision documents• Identifying relevant project issues and preparing briefings• Participating in procedural, settlement, and working group meetings with other regulatory agencies and applicants• Attending public meetings Project Screening (10%)• Evaluating potential environmental areas of concern and impacts within project areas using Geographic Information Systems(GIS), drawings and plans provided in application, technical reports including engineering studies, biological studies, wetland delineations, and sampling test results; and creating maps• Providing guidance to the regulated public and other agencies on NYSDEC permit jurisdictions and other related mattersOther (10%)• Other duties as assigned to support the Energy Project Management Bureau and/or the Division of Environmental Permits

     

    Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Environmental Analyst Trainee 1, SG-NS:A bachelor's degree in civil, environmental, or geological engineering; environmental planning; environmental studies; environmental, natural, or physical science; land use planning; archeology; geography; or landscape architecture. Environmental Analyst Trainee 2, SG-NS:A bachelor's degree in civil, environmental, or geological engineering; environmental planning; environmental studies; environmental, natural, or physical science; land use planning; archeology; geography; or landscape architecture and one year* of experience preparing or reviewing environmental impact statements; providing expert testimony on environmental impact at public hearings; providing consultation on environmental impact laws, rules, and regulations; or conducting office evaluations and field investigations related to multi-disciplinary environmental regulatory programs such as water quality, wetlands, air quality, solid and hazardous waste management, and mining.*A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.Environmental Analyst 1, SG- 18:A bachelor's degree in civil, environmental, or geological engineering; environmental planning; environmental studies; environmental, natural, or physical science; land use planning; archeology; geography; or landscape architecture and two years* of experience preparing or reviewing environmental impact statements; providing expert testimony on environmental impact at public hearings; providing consultation on environmental impact laws, rules, and regulations; or conducting office evaluations and field investigations related to multi-disciplinary environmental regulatory programs such as water quality, wetlands, air quality, solid and hazardous waste management, and mining.*A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.Candidates may also be eligible via the following:Reassignment - Currently in the title and an employee of DEC.Reinstatement Eligible - Previously held the title or a title approved for transfer as noted below on a permanent competitive basis.Transfer Eligible - One year of permanent competitive service in a title that has been approved for transfer in accordance with Section 70.1 of the Civil Service Law.
