About the Opportunity
My client is delivering a major multi-year heavy civil / marine infrastructure program in Hawai‘i and is seeking an experienced Procurement Manager to lead all project-wide purchasing, sourcing, vendor management, and contract administration activities. This role oversees procurement strategy from planning through delivery, ensuring that all materials, equipment, and subcontracted services support project schedules, cost targets, and compliance requirements.
This is a high-impact leadership position responsible for optimizing procurement performance on one of the most complex construction programs in the region.
Key Responsibilities
Procurement Leadership & Strategy
+ Develop, implement, and maintain procurement policies, procedures, systems, and standards for the project.
+ Lead the overall sourcing and procurement strategy to support field operations and project milestones.
+ Ensure procurement workflows align with construction schedules and cost controls.
Vendor & Subcontractor Management
+ Build and maintain strong relationships with suppliers, manufacturers, and subcontractors.
+ Monitor supplier performance, production, quality, and delivery schedules; travel as needed for oversight.
+ Stay informed on market conditions, pricing trends, and material availability to support forecasting.
Contracting & Commercial Management
+ Prepare scopes of work and technical specifications for RFP packages.
+ Collaborate with legal teams to draft, negotiate, and finalize contract terms and conditions.
+ Negotiate pricing, delivery, and commercial terms with vendors and subcontractors to achieve best value.
+ Administer contracts throughout their lifecycle, including change orders, amendments, and compliance tracking.
Execution & Operational Control
+ Oversee purchasing operations, procurement planning, expediting, and delivery coordination.
+ Prepare comparative analyses, procurement reports, and cost studies for senior leadership.
+ Manage the procurement budget and ensure alignment with project financial goals.
+ Lead and develop a team of buyers and subcontract administrators, providing mentorship and performance oversight.
Qualifications
+ Bachelor’s degree in Business Administration, Supply Chain, Commerce, Economics, or related field.
+ **10–15 years of procurement management experience** , ideally within heavy civil, marine, or large industrial construction.
+ CPP or similar professional designation preferred.
+ Familiarity with Hawai‘i suppliers, distributors, and specialty contractors is a plus.
+ Strong understanding of procurement strategy, contract administration, cost controls, and scheduling impacts.
+ Advanced proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook).
+ Excellent written and verbal communication skills.
+ Proven leadership skills with experience managing procurement teams.
+ Strong analytical and decision-making abilities.
+ Highly organized, self-directed, and able to manage competing priorities.
+ Ability to travel for supplier monitoring, audits, and performance evaluations.
+ Fluency in English required.
