    Purpose of position:

    As a member of the Internal Operations Team within IDVR, this position engages in drafting of new/revised Idaho Code and IDVR policies as determined by IDVR Strategic Leadership. Coordinates the development of IDVR’s Comprehensive Needs Assessment (CSNA) and State Plan which inform the Agency’s goals. Leads efforts in the areas of State and Federal policy compliance and reporting, as well as State and Federal program reporting.

    Key Responsibilities:

    + Review and analyze IDVR policies to ensure alignment with Idaho Code and Federal regulations; recommend revisions to improve compliance and efficiency

    + Extract, analyze, and interpret data to inform State Plan development, organizational goals, and agency decision-making

    + Provide research, information, and analytical support to guide agency policies, procedures, and strategic initiatives

    + Develop, modify, and apply performance metrics to evaluate processes and determine their effectiveness in meeting agency objectives

    + Compare actual performance to established targets, identify performance gaps, and recommend corrective actions

    + Lead projects related to policy development, State Plan activities, and agency goal setting to meet Rehabilitation Services Administration (RSA) requirements

    + Collaborate with the Training Manager to ensure training programs reflect and support agency policies and compliance needs

    + Facilitate or participate in stakeholder and public meetings related to the CSNA and State Plan; coordinate feedback, maintain records, and respond to related inquiries.

    + Perform other related duties as assigned

    Minimum Qualifications:

    + Considerable knowledge and experience in writing policy and engaging in State and/or federal planning processes and reporting

    + Considerable knowledge and experience in reading and interpreting State Code and Federal regulations.

    + Good knowledge and experience in conducting research and analyzing data to support policy and planning initiatives

    + Considerable knowledge and experience in strategic planning, problem-solving, time management, project management, and forecasting

    + Good written and public speaking skills including effective presentation style, clear articulation, and confident delivery

    The above qualifications are typically gained by:

    + Attainment of a Bachelor's in public administration, public policy, technical writing, political science, or a related discipline and at least 2 years of work experience engaged in the activities described above

    + An additional 3 years of work experience can substitute for the attainment of a Bachelor’s degree.
