Description
Under the general supervision of the Regulatory Compliance Superintendent, the Regulatory Compliance Coordinator is responsible for monitoring and coordinating departmental compliance initiatives for the Water Services Department (WSD) ensuring environmental and safety compliance with local, state and federal regulations through metric tracking, appropriate training, performing various audits and inspections, and the consistent updating of compliance policies within the City.
Principal Duties
+ Serve as a “Designated Signatory Authority Individual” for all water and wastewater environmental reporting as assigned by the Mayor , provides compliance updates and information by researching and analyzing data and prepare a variety of required regulatory reports.
+ Develop, manage and monitor water and wastewater environmental permits to ensure timely applications, renewals, and amendments and work collaboratively in the development and implementation of programs, policies and procedures necessary to meet permit and regulatory compliance.
+ Establish schedules to track and revise the Risk Management Plan, Drinking Water Distribution Monitoring Plan, Ground Water Rule Disinfection Program, Industrial Stormwater Pollution Prevention Plans, Municipal Stormwater Pollution Prevention Plan, Industrial Pretreatment Program, Wastewater Spill Notification Plan, Spill Prevention Control and Countermeasure Plans, and the Total Maximum Daily Loading Program. Coordinate with other divisions to audit the revisions.
+ Establish, monitor, maintain all control documents, compliance reference and resource materials and required files, and databases to ensure proper preparation of compliance data in accordance with applicable regulatory agencies.
+ Ensure compliance with all environmental regulatory requirements by establishing and developing processes for training, licensing, equipment testing, calibration, and record keeping. Interpret program rules to develop timelines for audits and actively monitor, track, and audit compliance efforts, ensuring the collection, recording, and reporting of data to meet regulatory standards.
+ Routinely review and audit training effectiveness to ensure compliance with requirements, and conduct sessions or coordinate with external trainers as needed.
+ Represent the WSD during compliance audits and investigations and serve as liaison with regulatory agencies.
+ Maintain a working in- depth knowledge of applicable regulations and statues for area of responsibility, to include establishing a network with regulatory agency personnel, and environmental professionals at other utilities to develop “best practices” within the WSD.
+ Coordinate with city and outside legal counsel on departmental issues and assist other City departments with interpreting and/or enforcing city ordinances and state or federal regulations.

Qualifications
Required:
+ Bachelor’s degree in environmental, resource management or related field, and four (4) years environmental or regulatory experience; or an equivalent combination of education and experience.
+ Valid Texas driver’s license
+ Strong writing and communication skills
+ Proven ability to communicate effectively at all levels of the organization as well as with external agencies through oral and written communication.
+ Ability to interpret and apply federal, state and local policies, laws, and regulations.
+ Ability to establish and maintain effective working relationships with co-workers and the general public .
Preferred:
Ten (10) years of experience related to the water and wastewater utility industry, certification or licenses in water treatment, wastewater treatment, code enforcement, backflow prevention, wastewater collection and water distribution.
