The primary purpose of this position is to assist the Youth Center Director in planning, implementing and carrying out a military recreation program for youth ages 5 - 13. Responsibilities Plans, organizes, coordinates, and implements a developmentally appropriate and diverse educational, recreational, and leisure program which meets the needs of base teenage youth. Manages the Pre-Teen and Teen Program. Administers Pre-Teen and Teen Center resource programs. Provides a safe and healthy environment for youth. Assists in developing marketing strategies to promote and publicize the pre-teen and teen program and increase awareness and participation. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, 0188 Recreation Specialist Series. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the GS-05 (or higher) grade level or equivalent in other pay systems. Examples of specialized experience include: 1) Knowledge of youth/teen development theory, methodology, policy, practices and procedures relating to physical, intellectual, social, and emotional development. 2) Skill in preparing budgets, program evaluations, and facility administration; managing financial and physical resources of teen programs; and in effectively organizing and utilizing available resources within the program framework. 3) Ability to implement policies, practices, and procedures in youth/teen programs and safety management. 4) Knowledge of the procedures and ability to recruit, screen and train volunteers to support the teen activities. 5) Ability to communicate effectively, both orally and in writing. 6) Ability to develop and maintain good working relationships and be an effective leader for other staff and volunteers OR EDUCATION: Successfully completed one full academic year of graduate-level education with a major study in a subject area related to the position OR I have a bachelor's degree and am claiming Superior Academic Achievement in a subject area related to the position (general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation e.g., senior citizens, institutional, etc.; or physical education.) OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of recreation and leisure program planning concepts, principles, and methodology. Knowledge of youth development theory, methodology, and practices relating to physical, intellectual, social, and emotional development. Knowledge of youth activities regulatory requirements, policies and practices. Skill in preparing budgets, program evaluations, and facility administration; managing financial and physical resources of teen programs; and in effectively organizing and utilizing available resources within the program framework. Ability to communicate effectively orally, writing and maintain good working relationships and be an effective leader for a working group. This is a drug testing designated position. The incumbent is subject to random testing for drug use. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education IF USING EDUCATION TO QUALIFY: If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcripts with the application.
