Description of Job
TheDivision of Disease Control and Public Health Response (DCPHR) is the department’s lead surveillance, planning and response arm for public events including communicable disease outbreaks and epidemics, pandemics, bioterrorism, and other public health and mass casualty events and disasters. The division includes theOffice of Emergency Preparedness and Response; State Public Health Laboratory;Health Equity Branch, Communicable Disease Branch; Immunization Branch; Public Health Informatics, Reporting,andRefugee Branch; and Operations Branch. The Division exists to ensure that the Department has the ability to effectively prepare for, monitor, detect, diagnose, investigate, and nimbly respond to all types of conditions, events and disasters that impact the public’s health.
The Work Unit:
The Evidential Breath Alcohol Testing (EBAT) Program is responsible for the regulatory and administrative oversight of Colorado’s DUI enforcement program as specifically related to breath alcohol testing. The EBAT Program develops the processes and procedures used by law enforcement agencies who perform breath alcohol testing for DUI purposes. The EBAT Program promulgates the regulatory language and requirements specified in the Department’s rule (5CCR 1005-2) Rules Pertaining to Testing for Alcohol and Other Drugs, approved by the State Board of Health. The EBAT Program maintains, repairs, calibrates and certifies the breath alcohol testing instrumentation and associated equipment. The EBAT Program trains and certifies all law enforcement officers in Colorado who perform breath alcohol testing for DUI purposes.
What you will be doing:
Perform calibration adjustments, calibration, calibration verifications, repairs and certifications to include technical and administrative reviews on the Intoxilyzer 9000 used exclusively by law enforcement agencies in the state of Colorado for DUI enforcement. Issue calibration certificates to law enforcement agencies in accordance with ANAB ISO/IEC-17025 accreditation standards. Maintain and repair simulators, prepare, verify and supply standard simulator solutions to the agencies.
Instrument Verification & Certification
+ Performs instrument calibrations, calibration verification, and certification activities on the lntoxilyzer 9000 and associated equipment following approved procedures and program policies.
+ Coordinate the shipping and receiving of instrumentation from the field and assist in supporting law enforcement agencies DUI enforcement programs.
+ Maintain and certify the EBAT program's reference instrument and calibration/adjustment and calibration verification equipment used to perform calibration activities in accordance with ANAB ISO/IEC-17025 accreditation requirements.
+ Ensure that productivity and quality assurance standards are met on an ongoing basis.
Database Maintenance
+ Serve as the program liaison and project lead for law enforcement officers and agency IT personnel to monitor, diagnose, troubleshoot, and resolve VPN communication failures.
+ Serve as the primary point of contact with the department’s OIT staff to coordinate changes, troubleshoot issues, and ensure database operations remain functional.
+ Pull necessary reports on behalf of the program to respond to requests.
+ Provide technical expertise in the administration, maintenance, analysis, testing and implementation of EBAT program databases, software and instrumentation firmware.
Customer Support
+ Provides strong customer service to numerous recipients to include, but not limited to; law enforcement officials, legal communities, department staff, other partners and the public.
+ Provides accurate and timely information and follow-up to customers to ensure that minimal disruption to the state’s DUI enforcement programs occur.
+ Provides interpretive guidance to regulatory requirements, program policies and answers questions received from customers.
Instrument Repair
+ Performs adjustments on instruments when necessary, following the Standard Operating Procedure.
+ Performs entry level troubleshooting and repairs using surface mount technology on instrument component operating boards.
Annual Facility Inspections
+ Each law enforcement facility statewide that houses EBAT instrumentation is required to be inspected on an annual basis by EBAT personnel. Evaluation of the facility is documented and retained using EBAT program databases. An AFI report is created and provided to the law enforcement facility with any applicable follow-up being performed.
+ The I-9000 performance is also verified during the AFI and the instrument is certified for operation after successful completion. Coordination with law enforcement personnel is also required when scheduling the onsite AFI.
EBAT Instructor & Operator Certification Course Facilitation
+ Facilitates both the operator and instructor courses in-person in an engaging and informative manner.
+ Trains to the current curriculum and provides input on future updated curricula.

Preferred Qualifications and Essential Competencies:
In addition to the minimum requirements, the successful candidate in this position will have the following highly desirable experience and competencies:
+ A certified Operator of the lntoxilyzer 9000
+ Demonstrated experience in the calibration, maintenance, and repair of scientific instrumentation and control systems (e.g., pH meters, flow meters, PLCs, data acquisition systems) in a laboratory or field environment.
+ A degree in Electrical Engineering, Electronics Engineering Technology, Physics, or a related STEM field from an accredited institution.
+ Proficiency in applying systemic root cause analysis (RCA) methodologies to identify and resolve complex electrical and electronic equipment failures.
Conditions of Employment:
+ Pursuant to CDPHE policy, a background check is required for all positions at CDPHE.
+ No DUI or DUID Convictions.
+ Must be available in the event of an emergency, (e.g., bio-terrorist attack, chemical attack, disease outbreak or all hazards) and be required to report to work immediately at the regular or alternate location. During this time, travel restrictions may be in place.
