Responsibilities The Office of General Services, Aquisitions, Policy, Integrity and Workforce is responsible for monitoring and evaluating acquisition programs within the General Services Administration (GSA). The incumbent overseeing this office is responsible for assisting the Chief Acquisition Officer, the Senior Procurement Executive and other agency officials in ensuring that the mission of the agency is achieved through the effective and efficient management of the GSA acquisition workforce and the acquisition process to include: program management reviews, suspension and debarment determinations and the development and issuance of internal acquisition policy and guidance. The incument of this position is also responsible for the following: Providing strategic direction and leadership for the Office of General Services Acquisition Policy, Integrity, and Workforce while ensuring subordinate supervisors plan, organize, direct, and supervise the personnel and activities within the assigned programs. Planning and carrying out the full range of supervisory and managerial authorities related to assignment of work, coordination with other programs, management advisory services, technical work direction, evaluation of subordinates, approving selections for non­ supervisory positions, recommending selections for supervisory positions, resolving serious complaints, approving or proposing disciplinary actions, determining or approving training needs, approving expenditures of funds, recommending or approving awards and bonuses, determining means to improve productivity, and other delegated authorities. Managing all activities related to the development, issuance, revision, and maintenance of GSA acquisition policies, legislative proposals, regulations, manuals, and guidance. Providing executive leadership to ensure GSA missions are achieved through the effective management of GSA’s acquisition system in accordance with the Chief Acquisition Officer Act and other related Federal rules, regulations and guidelines. Leading initiatives to implement high level acquisition related cyber-security policies, procedures and guidelines for GSA and the Federal government as a whole, and developing regulations and policies to ensure protections from cyber­ threats in the acquisition process. Performing broad, high level functions to effectively support policy development to address major acquisition concerns, and participating on national groups and committees tasked with keeping the nation safe and aware of threats critical to ensure the safety of the United States infrastructure. Providing expert, authoritative advice and consultation to all levels of management within the agency on GSA acquisition policy, and participating in a broad range of activities including strategic planning, policy development, financial planning, establishment of long range goals and objectives, and other agency­ wide management activities. Facilitating efforts to increase the agency's use of full and open competition and the appropriate use of performance-based contracting in the acquisition of property and services, while monitoring, evaluating and reporting acquisition program management throughout GSA, as well as developing and applying performance metrics, identifying and initiating program improvements. Developing and maintaining an acquisition career management program and an acquisition talent development program in GSA to ensure the agency has an adequate and trained professional acquisition workforce, and setting the strategic direction and priorities for the training and development of the GSA acquisition workforce in accordance with federal regulations. Collaborating with agency officials to develop acquisition workforce strategies, identifying opportunities for improving the GSA training and career development programs and activities, developing formal processes for the dissemination of training and developmental program information, and ensuring the maintenance of an effective framework for improving the competency and capability of the GSA acquisition workforce in accordance with government wide requirements. OTHER CONDITIONS OF EMPLOYMENT: This position is a critical-sensitive national security position and appointment requires that you undergo a single scope background investigation and that the GSA security office grant you a Top Secret national security clearance. Applicants do not need this level of clearance in order to apply. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved. If tentatively selected, you will be required to submit a Declaration for Federal Employment. Male applicants born after December 31, 1959 will be required to complete a certification document confirming their selective service status. Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position. If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service. Veteran's preference does not apply to positions in the Senior Executive Service. If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978. This position has been designated under Executive Order 12564 as being subject to random drug screening. If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment. Appointment will be contingent upon your receiving a negative test result. Qualifications All applicants must meet the Mandatory Technical Competency and Executive Core Qualification requirements listed below to be eligible for consideration. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position. MANDATORY TECHNICAL COMPETENCIES: 1. Demonstrated managerial experience as an acquisition policy professional who has implemented policy and evaluated the effectiveness of a procurement system. 2. Expert knowledge of federal acquisition data and the ability to apply acquisition data to acquisition performance at an agency wide level. EXECUTIVE CORE QUALIFICATIONS (ECQs): 1. Commitment to the Rule of Law and the Principles of the American Founding- This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. 2. Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. 3. Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. 4. Leading People - This core qualification involves the demonstrated ability to lead and inspire a group towards meeting the organization’s vision, mission and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable 5. Achieving Results- This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. NOTICE REGARDING SALARY: GSA has established Pay Tiers within the Governmentwide SES pay band and categorized each SES position in the agency into one of three tiers. This structure is designed to provide a more refined approach to executive compensation, aligning pay levels with the scope, complexity, and impact of each SES role. This is a Tier II SES position. Current SES members whose salary equals or exceeds the maximum advertised salary for this position, will not lose pay upon appointment.
