    Description

    The Norfolk Police Department is committed to representing one of the most diverse cities in the region.     The Norfolk Police Department is seeking to hire a Victim Services Supervisor. This position directs the overall operations and staff of a comprehensive and complex systems-based victim services program. Directs the day-to-day operations, plans and develops policies, procedures, and programs to accomplish goals and objectives. Oversees and performs managerial, consultative, technical, and administrative work. Develops and recommends strategic plans and new program initiatives and directs and prepares annual budgets. Performs other job-related duties as required.

    Essential Functions

    Provides functions to include but not limited to:

    + Directs subordinate staff, including hiring, training, performance evaluation, disciplinary actions and dismissals, ensuring activities are consistent with policies, procedure, laws, regulations, goals, and objectives. Creates opportunities for improved performance, learning and development of staff, and identifies and addresses problems or conflicts. Directs and participates in the planning, developing, and establishing of goals and objectives. Develop strategic plans, policies, and programs to accomplish the goals and objectives.

    + Directs the service delivery and program operations. Oversees establishing procedures and priorities and monitors activities and assignments to achieve desired results. Resolves problems. Direct and develop annual program budget. Administers approved budget and oversees expenditures. Prepare proposals for grant funding or funding continuation, as required.

    + Understands, upholds, assists with education and exercise of, and ensures integration of victim’s rights per statutory and constitutional laws into program and departmental responses. Evaluates effectiveness of programs and operations and develops new and modified initiatives to improve effectiveness. Directs implementation and monitoring of new and existing programs. Provides high-level technical guidance, policy interpretation, and guidance for application of appropriate procedures to managers and other staff.

    + Represents the organization and collaborates with governmental and public agency representatives, community outreach and advocacy groups, service providers, and others. Plans, develops, and directs a variety of community development and community organizing activities. Identifies and resolves service gaps and barriers, promotes interest in programs and services.

    + Develops and participates in training and education programs for victim services staff, social service providers, community organizations, and others.

    + Prepares periodic reports, financial analysis, and statistical reports on program activities, results, and performance. Attends appropriate departmental meetings and represents victim services philosophy agency wide.

    Education/Experience

    Work requires professional level of knowledge which is acquired in a Master’s degree level of study or equivalent in social and behavioral sciences, criminal justice administration, or a directly related field.

     

    Experience in crisis and trauma intervention. Experience in management of grant funding. Experience in program administration and personnel management.

     

    Additional Information & Requirements

     

    Valid driver’s license; First Aid; Requires ability to obtain National Crime Information Center/Virginia Crime Information Network (NCIC/VCIN) certification and First Aid certification

     

    + Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

    + Retirement

     

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    + The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
