    Project Overview:

    NOAA Fisheries along the Atlantic coast are undertaking the East Coast Logbook Project to create a single, shared, cloud-hosted database and API for logbook data collection. This initiative aims to streamline data management, improve data quality, and reduce the reporting burden on fishermen by moving from disparate regional systems to a unified, enterprise-wide solution. As part of this effort, a robust governance structure is required to ensure consistent data management, policy implementation, and long-term sustainability of the new system.

    Job Responsibilities:

    + **Governance and Documentation:**

    + Collaborate with the East Coast Logbook Project's core team and stakeholders from GARFO, SERO, SEFSC, and Atlantic HMS to document the formal data governance group, including its purpose, roles, responsibilities, and decision-making processes.

    + Engage with developers, legal counsel (Office of General Counsel), and other stakeholders to document policies and procedures; including but not limited to, the Paperwork Reduction Act (PRA) in relation to the East Coast Logbook Project.

    + Develop and draft a Terms of Reference document for the governance group, outlining its purpose, roles, responsibilities, and decision-making processes.

    + Document a regular meeting cadence for the governance group to ensure continuous oversight and collaborative decision-making.

    + **Policy and Procedure Documentation:**

    + Collaborate with project stakeholders, including technical staff and subject matter experts, to identify, document, and maintain data governance protocols, procedures, and standards for the new, shared data system.

    + Ensure that all governance documentation aligns with Federal, Commerce, and NOAA data policies and strategies.

    + **Implementation Support and Communication:**

    + Advise and support the project team in the implementation and adoption of the defined data governance protocols.

    + Provide guidance on best practices for technical documentation and knowledge transfer.

    + Prepare and present reports to the Project's Executive Sponsors and core team on the progress of governance formalization and implementation.

    + Facilitate communication among the different regional offices to ensure a unified approach to data governance.

    Required Skills and Experience:

    + A Bachelor's degree in a relevant field such as English, Communications, Computer Science, or Information Management, and equivalent practical experience in technical writing, data governance, or a related discipline.

    + Four or more years of experience as a technical writer, ideally with experience in data governance, information management, or software development documentation.

    + Demonstrated experience in developing and implementing documentation for data governance frameworks, policies, and procedures.

    + Experience working with federal data policies, such as those from the Department of Commerce, NOAA, and specifically the Paperwork Reduction Act (PRA), is highly desirable.

    + Strong written and oral communication skills, with experience preparing and presenting to a variety of audiences, including senior leadership, legal staff, and technical teams.

    + Excellent interpersonal skills and the ability to collaborate with diverse teams and stakeholders.

    + Must be a US Citizen or Permanent Resident and be able to obtain a security badge to enter a government facility.

    Desirable Skills:

    + Knowledge of Fishery Commissions fishing regulations…

    + GitHub experience

    + Project management experience

    + Knowledge of Federal fisheries management
