    _The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations._

    Responsibilities:

    Accountable for the administrative, operational and financial management of Emergency Medicine, including the Emergency Department of Strong Memorial Hospital, UR Medicine Urgent Care and Strong West.

     

    Develops strategic, business and operational plans for new and/or expansion of services, facility and capital planning, organizational operating budget and expense management, facility and equipment expansion projects, marketing, web and fundraising proposals.

     

    Under the direction of the Chair of the Department serves as the Senior Administrator for carrying out the mission of the department. Works collaboratively with all division chiefs and Medical Center leadership to develop strategic, financial and operational plans for mission success.

    ESSENTIAL FUNCTIONS

    + Serves as the Department Senior Financial Officer responsible for program capital and operating budgets.

    + In conjunction with other Medical Center Divisions and CFO, ensures fiscal control through a reliable system of expenditure and revenue accounting.

    + Oversees preparation of operating and capital budgets, faculty compensation plans, prepares business plans for incremental resources and program expansions, and supervises the coordination and review of reports to the COO’s, CFO’s and Chair including inpatient, outpatient, research and contract services performance.

    + Directs analysis and report preparation of strategic initiative performance, service trends and other projections, revenue and expenses generated from services, grants and other academic programs.

    + Monitors contract performance and oversee program expansion project budgets.

    + Serves on financial committees aimed at improving financial performance in VBP contracts and other third party payer contractual agreements.

    + Fosters effective communication with employees, peers, and leaders, builds and maintains relationships, develops others, and manages projects, team and work groups.

    + In partnership with Department leaders and the HR Business Partner, oversees departmental human resources functions regarding structure, employment, compensation review, promotions, disciplinary actions and terminations.

    + Monitors staff engagement and initiates actions to ensure high levels of engagement.

    + Articulates goals and coaches' staff for optimal performance toward stated goals. Establishes a service culture to provide a first-rate experience for customers.

    + Ensures staff is provided job training and professional development, performance evaluations, and coaching.

    + Manages change process, models organizational values, solves problems, and makes effective decisions using data/input from stakeholders.

    + Works collaboratively with Medical Center Senior Leadership team and Chair of Emergency Medicine to develop and implement department strategic initiatives, including new programs and program expansions, program innovations such as service lines, digital health and special populations, capital infrastructure development, network and payer relationships, and innovative academic programs needing faculty and fellow recruitments.

    + Leads strategic planning and operational oversight for regional initiatives, ensuring alignment with institutional goals, resource optimization, and successful integration of new sites and services across the broader health system.

    + Oversees operational functions to ensure clinical and academic programs have the appropriate infrastructure to support excellence in teaching, research and clinical care delivery, including ambulatory program operations, decision support reporting, departmental reputation building and branding, quality infrastructure development, surgical service-line liaison to all extramural agencies and officials, primary liaison to all community-based collaborations, planning and implementation of major clinical, and research and teaching initiatives.

    + Plans for and directs the administrative support staff for all clinical, research and educational program activities to ensure efficient and effective use of resources.

    + Establishes internal program policies and procedures, ensuring compliance with the University and Medical Center.

    + Maintains a liaison role with various Medical Center and University ancillary and support services to share information, interdepartmental planning and administrative matters.

    + Chairs interdepartmental administrative groups upon request of Medical Center administrative team.

    + Directs departmental administrators responsible for: operations, infrastructure, program management functions, revenue cycle management, compliance with regulatory standards, fellowship administration, research administration, and adherence with ACGME standards.

    REQUIREMENTS

    Master's degree preferably in Health Administration or Business Administration

    A minimum of 8 years of relevant experience at a senior managerial level, with emphasis in clinical operations and financials

     

    Prefer familiarity with administration of academic medical programs

     

    Must demonstrate strong leadership, a philosophy of continuous improvement, and a proven industry knowledge base
