    Job Title: Electronic Engineer 3 - TelecomJob Description

     

    Join our team as an Electronic Engineer 3 in the Control Center Communications Operations of the Information Services business line. This role involves providing engineering expertise for the integration, operation, and maintenance of mission-critical Control Center Systems, along with the necessary monitoring and management systems for ongoing support.

    Responsibilities

    + Support Transmission Technology and Operations Technology in integrating and monitoring existing and new telecommunication devices using tools like JTO Solarwinds, Telenium, and systems such as Nokia NSP and Ciena Blue Planet.

    + Collaborate with Power Systems Control Lead Engineers and project managers to identify and execute network administrative tasks, including device integration and report generation.

    + Participate in integrating new equipment and procedures into the Control Center environment and assist with developing Operations & Maintenance standards.

    + Work with Planning, Design, Construction, and field maintenance teams to gather and communicate specific engineering tasks for telecommunication projects.

    + Assist technical teams in configuring and integrating local and wide area data networks with mission-critical reliability requirements.

    + Draft and maintain documentation for network, NERC/CIP, and FISMA compliance.

    + Create database script automation and visualizations using Power BI and manage alarm/management systems.

    + Perform Cisco networking in large high-availability LAN/WAN environments and manage Packet Transport Systems (PTS) and Automatic Fiber Management Systems (AFMS).

    + Review team work for accuracy and completeness before integration into overall systems.

    + Coordinate and assist with configuration and integration efforts for the implementation of projects at BPA’s Field Sites and Control Center locations.

    + Develop, validate, and execute test and Operations & Maintenance procedures for compliance.

    + Provide technical documentation and deliver comprehensive training for assigned systems.

    + Report project status updates to the Workload Coordinator and validate all requirements are met.

    + Serve as a system troubleshooter and notify maintenance personnel of operational issues and their impact.

    + Attend technical work groups and share information to coordinate strategies.

    + Perform daily server health checks, troubleshoot device failures, synchronize servers, and maintain database integrity.

    + Work safely and demonstrate safety awareness practices.

    + Maintain filing systems and records in compliance with INFOSEC and IGLM standards.

    Essential Skills

    + Bachelor’s degree in Electrical or Electronics Engineering from an ABET accredited school.

    + 10 years of experience in computer network and systems concepts applicable to regional transmission systems.

    + 5 years of experience with project teams developing computer or network systems.

    + Experience in telecom/network systems engineering with minimal guidance.

    + Experience in reviewing and evaluating design packages for conformance to design specifications.

    Additional Skills & Qualifications

    + 5 years of experience with Carrier Ethernet/MPLS and network systems programming/troubleshooting.

    + Experience with LAN/WAN network environments and telecommunications management systems like Solarwinds, Telenium, and Nokia NSP.

    + Knowledge of digital systems for monitoring and controlling devices from central stations.

    + Familiarity with project management principles, engineering design, and change management processes.

    + Technical project coordination experience, including security controls testing and telecom technology evaluation.

    + Understanding of project schedule and structure development for large high-availability WANs, telecom, transport, and -48VDC power systems.

    Work Environment

    The role is based within Control Center Communication Operations, which manages BPA’s entire operational telecommunications system. It involves developing and executing the Telecommunication Systems Infrastructure program, providing a high-availability infrastructure model. The position is office-based, offering a slower-paced environment with flexible hours and business casual attire. It encourages independent work and is driven by deadlines, often requiring coordination and waiting for approvals.

    This is a Contract position based out of Vancouver, WA.

    Pay and Benefits

    The pay range for this position is $60.00 - $65.00/hr.
