    The mission of the Idaho Industrial Commission is to fairly administer the Idaho Workers' Compensation Law.

    This position requires working in an environment that deals with violent and sexually explicit crime victim subject matter and the ability to cultivate and maintain relationships within both internal and external work cultures.

     

    The Industrial Commission seeks a Crime Victims Financial Recovery Officer in the Boise office. This position coordinates financial recovery through restitution, subrogation, and refunds to ensure that the maximum monies are collected or recovered on behalf of eligible victims for the Crime Victims Compensation Program. The Recovery Officer maintains an active caseload and is responsible for outreach efforts within 22 of Idaho’s 44 counties. Interfacing with prosecutors, law enforcement, advocacy groups, and other human services professionals regarding the benefits available under the program and the program's financial recovery efforts is a critical function of the position. Additionally, this position manages the financial recovery database and prepares documentation for criminal and civil courts and potential collection activities. An appreciation for research, relationship building, and a budgetary mindset are appreciated traits in this position.

     

    There is potential to travel statewide occasionally. The usual mode of travel is to use a state-furnished automobile with the requirement to have a valid driver's license.

     

    A criminal background check must be completed prior to an appointment with the Idaho Industrial Commission.

    Example of Duties:

    • Notifies court personnel in all 44 Idaho counties of the benefits paid by the program on behalf of a victim.

    • Testifies on behalf of the program in criminal and civil courts.

    • Works with court personnel to amend restitution orders to ensure restitution is correctly ordered to the program.

    • Communicates with and informs insurance adjusters of the program's subrogation procedures and laws.

    • Negotiates case settlements to recover funds on behalf of the program.

    • Attempts to locate and communicate with defendants regarding outstanding restitution orders utilizing various investigative resources and collection activities.

    • Ensures a writ of execution is prepared and served to recoup funds via civil judgment.

    • Pursues reimbursements from victims/claimants or providers for overpayments made by the program.

    • Prepares repayment agreements to ensure the victim/claimant reimburses the program.

    Minimum Qualifications:

    • Good knowledge of the criminal and civil court processes and/or institutional/community based correctional systems.

    • Some knowledge of the criminal restitution and/or civil litigation process.

    • Experience negotiating or mediating financial agreements or benefits for service.

    • Some experience designing and delivering informational presentations to the public and testifying in court.

    • Experience using a personal computer to word process, manage a database, and use spreadsheets to display information and develop reports.

    Desirable Qualifications:

    • Experience reviewing and entering medical bills and third-party payment into the CVCP database system, making sure to comply with the relevant laws and regulations that govern medical claims and billing.

    • Experience interpreting and applying these laws, as well as drafting claims correspondence.

    • A comprehensive understanding of ICD-10 and CPT codes, general insurance terminology, and claims handling procedures is essential.

    • Four year degree in a related field or equivalent work experience in victim advocacy or court proceedings

    • Strong organizational skills.

    • Experience interpreting, applying, and explaining complex information such as laws, regulations, policies, or services.

    • Some knowledge of medical and mental health diagnosis, treatment modalities and terminology.

    • Some experience utilizing basic accounting practices and calculating percentages.

    • Ability to think on your feet to solve problems and navigate complex issues..

    • Strong interpersonal skills and the ability to cultivate relationships.

    • Ability to work in an environment dealing with violent and sexually explicit subject matter on a daily basis.
