The Recruitment and Retention Specialist is responsible for working with the Business Relations Team to oversee both the hiring and workforce stability, by recruiting new talent while driving strategies to retain current staff for the agency. This is a hybrid position that requires in office and remote work. This position may also require up to 15% in-state travel. The key responsibilities require the Recruitment and Retention Specialist to successfully perform the following:
RECRUITMENT
• Conduct full cycle recruitment as needed.
• Utilize existing ATS system to source candidates for vacancies, participate in interviews and selection process for critical roles.
• Works with the Generalist team to fill specialized hard to fill roles.
• Build long-term relationships with past and potential candidates.
• Manages respective candidate pools to ensure qualified candidates remain engaged in current or future opportunities.
• Proactively seeks market intelligence to gain a competitive advantage in attraction, assessment, and sourcing methodologies.
• Research talent acquisition trends in the staffing industry
RETENTION
• Reviews, modifies, and implements the agency’s talent acquisition strategy as needed
• Identify retention risks and propose action plans.
• Represents the agency externally at events with a goal of networking and relationship building with potential candidate communities.
• Works closely with the Communications Office to develop creative ways of addressing talent acquisition challenges.
• Monitors and reports on workforce and succession planning strategy implementation.
• Support recognition and career development programs to retain talent.
• Strengthen employee experience and organizational stability through proactive retention and engagement measures.
STRATEGC PARTNERSHIPS
• Review exit interview data and turnover trends.
• Generates monthly updates for the company’s leadership about upcoming talent acquisition initiatives.
• Creates monthly reports on key talent acquisition metrics, e.g. retention rate, turnover cost savings, employee engagement and satisfaction scores, and recruitment and onboarding effectiveness.
• Suggests new ideas for improving talent acquisition activities.
• Monitors candidate experience and implement strategies to support positive outcomes.
• Special Projects as Assigned
Technical Competencies:
• Ability to assist in developing written materials such as questionnaires, surveys, etc.
• Knowledge of basic statistics, research methods, and techniques for organizing and presenting data
• Ability to use human resource-related databases, software, and applications
• Knowledge of state human resource rules and regulations, policies and procedures
• Ability to apply knowledge of human resource principles and practices to situations
AGENCY SPECIFIC PREFERRED QUALIFICATIONS (Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all of the following skills/experience):
+ Bachelor’s degree in Human Resources, Business Administration, Public Administration, or related field AND four (4) years of related experience
+ Experience with Recruiting and developing recruiting metrics
• Excellent understanding of full cycle recruitment processes
• Hands-on experience with Applicant Tracking System (ATS)
• Excellent organizational and time management skills
+ Ability to multitask and prioritize daily workload
+ Creative thinker and proactive problem solver
+ A positive, “can do” attitude
+ HRIS experience
+ Excellent interpersonal skills
+ Ability to collaborate with cross-functional teams and multi-disciplinary projects
+ Excellent Planning and Organization Skills
• Exceptional Interpersonal Communication skills
+ Advanced Experience using MS Word, Excel and Outlook
+ Ability to maintain confidentiality
+ Possesses good judgment and must be a team player

This position is unclassified and employment is at-will.
High school diploma/GED and three (3) years of job-related experience in human resources; or one (1) year of experience required at the lower level HR Spec 2 (HRP021) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
