    Duties Description Under the general direction of the Director, Division of Horse Racing and Pari-Mutuel Wagering, NS, the Executive Assistant acts as an Assistant to the Director. The Executive Assistant will coordinate all of the Director’s administrative activities as well as research, analyze, and evaluate complex, confidential, sensitive, and controversial issues impacting the Division’s policies, procedures, operations, goals, objectives, and mission. Specific duties include, but are not limited to the following:• Coordinates and monitors on-going projects, programs and activities of interest and concern to the Director. • Manages high-priority projects/initiatives and prioritizes and manages multiple projects simultaneously while following through on issues in a timely manner. • Researches, writes, edits and/or coordinates preparation of special reports, briefings, presentations; conceives, crafts and edits messages, letters and other communications on behalf of the Director and executive leadership, as needed. • Liaise on administrative matters between the Director and Commission staff and/or external stakeholders. • Assist the Division of Horse Racing and Pari-Mutuel Wagering efforts by reviewing data and information necessary to ensuring the compliance of all regulated horse racing activity across New York State. • Coordinate with on-track personnel, Commission staff, horsepersons, veterinarians, and other horseracing participants to obtain various statistics, datapoints and incident narratives additional information, and then organizing such into both internal and public-facing databases.• Assist in proposing and reviewing policies and procedures to address various issues relating to the operations of the tracks and Off-Track Betting Corporations.• Assist in the development of weekly reports, including Stewards and Judges reports to ensure accuracy and consistence in reporting.• Obtains and reviews all necessary information, reports, or other documentation received from Division/tracks/OTBs etc.• Assists in the preparation of the BDA’s for per diem employees at seven harness tracks and three thoroughbred tracks.• Update Continuing Education spreadsheet, including adding weekly new licensee’s trainer and assistant trainers to the database, receive emails for continuing education training and update on database as received. • Perform other office support activities and related tasks as assigned by the Director.

     

    Minimum Qualifications Grade 18: bachelor’s degree and two years of relevant experience. Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.Note: If you are using the substitution of a degree to qualify, the degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree and/or college credit was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. The Department of Civil Service has a list of acceptable companies that provide this service. You must pay the required evaluation fee.

     

    Additional Comments Prohibition against Playing and Wagering:Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.Pre-Employment Restrictions:The law that established the Commission (specifically, Section 107 or the Racing, Pari-mutuel Wagering and Breeding Law) prohibits any person from being employed by the Commission if, during the period commencing three years prior to employment, such person held any interest in, or employment by, any corporation, association or person engaged in gaming activity with the State.The NYS Gaming Commission is an equal opportunity employer, and we recognize that diversity in our workforce is critical to fulfilling our mission.
