Quality and Health, Safety & Environment (HSE) Program Manager
Compensation: $80,000 – $100,000 (DOE)
Schedule: Full-time, hybrid (first 90 days in office, then 3 days in office / 2 days remote)
We are seeking an experienced Quality and Health, Safety & Environment (HSE) Program Manager in Pittsburgh, PA, to lead and execute Quality and HSE programs for all safety-related project requirements.
Key Quality Responsibilities
+ Own and maintain the QA Program Manual and QA Procedure Manual, including updates, issuance, and staff training to meet industry standards.
+ Maintain quality records and verify effective implementation of the Quality Program; serve as the quality representative during internal, customer, and regulatory audits.
+ Ensure all contractual and internal quality program requirements are fully integrated into project planning documents.
+ Certify that products and services delivered are in conformance with applicable contract and quality program requirements.
+ Provide QA support and guidance to project and engineering staff as needed.
+ Perform in-process and final inspections, as determined by Engineering, to verify compliance with all technical and quality requirements.
+ Administer and verify the status of calibrated measurement equipment, working closely with Project Managers to ensure all equipment meets applicable industry requirements.
+ Promote a strong quality culture and safe work environment by following standards, procedures, and applicable customer/legal requirements.
Key HSE Responsibilities
+ Supervise and support compliance with safety protocols, procedures, and federal regulations across all work areas.
+ Conduct routine inspections of facilities to identify safety hazards; partner with site leadership to implement corrective and preventive measures.
+ Monitor trends and analyze safety data to drive decisions, determine training needs, and support continuous improvement initiatives (including targeted safety stand-downs).
+ Champion a risk-based approach using the hierarchy of controls and OSHA VPP principles to reduce hazards and reinforce safe behaviors.
+ Lead investigations for all incidents, maintain incident reports and statistics, and collaborate with department heads to develop actionable response and prevention plans.
+ Maintain accurate, up-to-date safety training records; manage retraining schedules and review training matrices to ensure compliance and effectiveness.
+ Address unsafe behaviors professionally and provide real-time coaching to reinforce best practices.
+ Assist in the development and implementation of new safety procedures and environmental programs in collaboration with facility leadership.
Position Details
+ Employment Type: Full-time, hybrid
+ First 90 days: On-site in Pittsburgh, PA
+ After 90 days: Hybrid, 3 days in office / 2 days remote
+ Travel: Approximately 10% (primarily for customer audits and surveillance activities)
Qualifications
+ Degree not required; a Bachelor’s or Technical degree is a plus but not mandatory.
+ Minimum of 6 years of Quality Assurance experience in a highly regulated environment (e.g., energy, industrial, manufacturing, or similar).
+ Strong knowledge of relevant quality standards, including but not limited to:
+ NQA-1
+ ANSI N45.2
+ ASME III
+ 10CFR Part 21
+ 10CFR 830.120 (for DOE-type programs)
+ ISO 9001
+ Ability to interpret engineering drawings and technical documentation.
+ OSHA 30-Hour certificate required (or willingness to obtain within a defined timeframe).
+ Strong interpersonal and leadership skills, including:
+ Effective verbal and written communication
+ Ability to lead and influence team members
+ Ability to build relationships with internal stakeholders and customers
+ Solid decision-making skills and the ability to manage multiple tasks with minimal supervision.
