The Department of Developmental Services (DDS) seeks a dynamic, highly organized, mission-driven individual to serve as the agency main contact person for verifying compliance with Criminal Offender Record Information (“CORI”) and DDS Fingerprint-based Criminal Background Check requirements by DDS-licensed/funded agencies and other organizations subject to such checks. The Background Check Specialist – Auditor will perform a wide range of functions including but not limited to: serving as one of the Department’s subject matter experts in coordinating with DDS and provider hiring authorities to schedule and complete audits of compliance with CORI and DDS Background Check requirements, issuing compliance and/or non-compliance notices, as applicable, and monitoring provider actions toward compliance, interfacing with multiple data sources, including the DDS Background Check System database, and the criminal history records system, working with complex spreadsheets and completing in-depth data analysis to verify DDS provider compliance with CORI and DDS Background Check requirements, addressing areas of non-compliance, and working with DDS-providers and relief staffing agencies to facilitate registration to the various systems for completing DDS Background Checks, keeping detailed records on the progress and status of CORI and DDS Background Check audits, and related activities as required. *Duties and Responsibilities (these duties are a general summary and not all inclusive):* - Provide comprehensive programmatic support for the DDS Criminal Background Check Unit and the Department by scheduling, processing, and overseeing periodic audits of DDS-licensed/funded providers and related agencies to verify compliance with CORI and DDS Fingerprint-based Criminal Background Check requirements. -Coordinating with DDS-licensed/funded providers to obtain lists of names of staff subject to the CORI and DDS Fingerprint Check requirements and reviewing the DDS Background Check System to ensure such staff member(s) have been referred for and completed a DDS Background Check (and its integrated CORI check component). - Receive and interpret Criminal History Record Information (CHRI) results from the Federal Bureau of Investigation and the Massachusetts State Police and determine the appropriate offense category and code the DDS NBC database accordingly. - Receive and review documentation submitted by DDS applicants for consideration of their suitability to work in a setting that requires or has the potential for unsupervised contact with individuals served by and through DDS and make recommendations for resolution. - Provide training and technical assistance to DDS contracted program providers, DDS and EHS staff, and background check applicants regarding the application of NBC regulatory and programmatic information. Respond to inquiries regarding NBC issues from DDS stakeholders, public safety administrators, legal staff and others as needed to ensure appropriate resolution and follow-up. - Maintain confidentiality of NBC information in accordance with all applicable laws and regulations concerning access to and dissemination of information. - Produce and analyze reports as needed to track agency progress toward compliance with National Criminal Background Check statutory mandates and compile data to respond to legislative and stakeholder inquiries, as needed. -Request and receive staff list names from DDS-licensed/funded providers. Runs reports from the DDS Background Check and perform complex data analysis and spreadsheet data manipulation to identify staff names potentially out of compliance with DDS Background Check requirements. Issues Non-Compliance Notices to DDS-licensed/funded providers, as applicable, and works with providers to ensure compliance. *Preferred Qualifications: * - Ability to maintain confidential information. - Ability to deal tactfully with others. - Ability to communicate clearly and effectively in oral and written expressions. - Ability to maintain accurate records. - Strong data-entry skills. - Ability to understand, explain and apply the laws, rules, regulation, policies, procedures, etc. governing assigned unit activities. - Ability to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations. - Strong analytical and organizational skills. - Ability to follow written and oral instructions. - Ability to exercise sound judgment. - Ability to establish harmonious relationships with others. - Ability to work independently. - Substantial experience working with Microsoft Office applications, including Excel, Word, Adobe and related Office products. - Proven ability researching criminal history record information and court dockets, including public and private state and national databases and court filing systems. - Experience learning and adapting to new electronic systems and technologies. *About the Department of Developmental Services: * The mission of the Department of Developmental Services (DDS) is to create innovative and genuine opportunities for individuals with intellectual and developmental disabilities including Autism Spectrum Disorder to participate fully and contribute meaningfully to their communities as valued members.
