Responsibilities The typical seasonal entry-on-duty period is March - November, but can be variable during these months due to weather conditions, project needs, or funding. Anticipated Entry on Duty: March 8, 2026. Major Duties: Incumbent operates a twenty-three-foot work boat powered by a single 228 horsepower inboard motor and a twin-screw transport barge, thirty-five feet in length and twelve feet wide with a load capacity of 14,000 pounds. Vessels are operated day and night without navigational instrumentation and under hazardous conditions due to the fluctuation of the lake level and the presence of floating debris. As a result, a safe channel can become unsafe within the matter of a few hours and sometimes minutes. The operator must make on the spot decisions as to route changes. Small craft operator is responsible for the transportation of personnel, visitors, pack and work animals, supplies, and equipment to remote areas on Fontana Lake. Performs rehabilitation and maintenance of the park's trail system in accordance with established trail standards. Repairs trail tread, installs and cleans drainage structures and brushes the trail corridor. Constructs rock and log retaining walls utilizing on site natural materials. Selects and places materials to effect repairs necessary, while blending work into natural environment. Clears blowdowns from trails and roads. Replaces and repairs foot bridges and signs. Fells and cuts trails and to utilize for water bars, foot logs, and to remove hazards from park assets. Incumbent is responsible for cemetery maintenance. Incumbent drives trucks carrying loads of more than four tons. Pulls trailers transporting supplies, livestock and equipment. Transports cemetery visitors to cemeteries in remote areas by bus, van, truck, and jeeps on narrow mountainous roads where much skill is needed to operate safely. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. Applicants must be at least (1) 18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS). If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility. The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM. Employment may be terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations. Physical Demands: Requires strenuous physical effort on a daily basis. Incumbent will often be required to pack tools, supplies, signs and personal gear into the backcountry up to 16 miles. Frequently lifts up to 50 pounds in the performance of daily duties - carrying tools and supplies, moving logs, rocks and debris from trails and building retaining walls. Regularly engages in heavy physical labor such as operating small power equipment, jackhammers, pushing heavy wheelbarrow loads, etc. Work requires frequent walking, bending, stooping, and overhead work and often requires repetitive motion such as swinging arms and kneeling. Will often be required to utilize hand tools and performing work instead of power tools, making work more difficult and physical effort greater. Physical effort is of a recurring and sustained nature. Good hand, foot and ye coordination, good depth perception and a high degree of concentration and judgment are required. Working Conditions: Work takes place in an outdoor environment and subject to all types of weather conditions: rain, sleet, wind, lightening, heat and humidity. Work is performed in steep or mountainous terrain in areas of unstable footing. Incumbent is exposed to hazards such as falling, bruises, cuts and work site injuries. Incumbent is frequently exposed to poisonous plants and may come into contact with stinging insects and poisonous snakes. Incumbent may be required to camp up to four days under primitive conditions. occasionally hikes up to 16 miles. Safety equipment is provided and utilized at all times. When operating the boat or barge, will be required to spend long tedious hours in transporting personnel and equipment with numerous hazards and restrictions that require constant attention. Incumbent is required to wear the official NPS uniform. The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
