    Position Overview and Responsibilities:

    This position is responsible for management of the contract for eProcurement system (MyFloridaMarketPlace or MFMP) services, verifying all contractual obligations are met by the service provider. Success requires close collaboration with DMS MFMP team members, service provider staff, and independent research.

     

    This position will regularly analyze the contract and the services being provided to identify ways DMS and the service provider can further advance the agency’s mission – to deliver innovative, resource-saving solutions to continually improve the customer experience.

     

    Contract Management and Administration:oversee documentation and coordination of contractual activities, including maintaining the MFMP Contract file, managing procurement and contract document, ensuring document retention schedules are met, and handling audit requests as needed. Establish and maintain a Continuing Oversight Team for the MFMP contract in accordance with Section 287.057(26), F.S., and conduct oversight meetings at least once per month.

     

    Contract Verification:regularly monitor and verify contract requirements have been met and oversee payment of MFMP and related invoices.

     

    Strategic Contract Initiatives:independently identify strategic contract management initiatives by analyzing the MFMP contract, monitoring daily activities and tracking time spent, and evaluating potential solutions for preventing contract non-compliance.

     

    Stakeholder Collaboration and Oversight:work with stakeholders to monitor contract and system performance, including maintaining a comprehensive understanding of the MFMP Program, its systems, stakeholder meetings, and various types of stakeholder groups, participating in internal and external operational meetings to record meeting minutes and coordinate follow-up, and monitoring stakeholder engagement from the service provider to confirm the customer support being provided meets the Department’s expectations.

    Knowledge, Skills, and Abilities:

    • Knowledge of Chapter 287, Chapter 215, Chapter 119, Florida Statutes.

    • Professional: Oral & Written Communication, Process Improvement, Change Management.

    • Technology: eProcurement (Ariba On Demand, Vendor Information Portal, and Tableau), FLAIR, Microsoft Office (Excel, Word, PowerPoint, Access and Outlook), Articulate.

    • Ability to provide feedback to various stakeholders.

    • Ability to interact effectively and influence at all levels of the enterprise without the benefit of complete positional authority.

    • Ability to manage internal and external customers and stakeholders.

    • Ability to maximize use of technology to gain effectiveness and meet required deadlines.

    • Ability to keep the focus on change, communicating regularly, and backing up action plans with deadlines and progress reports, and driving issues to closure.

    • Knowledge of Florida procurement rules and laws;

    • Excellent presentation, teambuilding, and leadership skills.

    • Experience using presentation software such as Microsoft PowerPoint, Adobe Products, and webinar tools.

    • Ability to provide exceptional customer service using various media methods.

    • Ability to prioritize assigned tasks.

    • Ability to interact effectively with others and maintain working relationships.

    • Skill in written and verbal communication.

    • Possession of a valid Florida driver’s license.

    • Ability to travel when needed

    • Other job-related requirements for this position:

    Minimum Qualifications:

    • High School diploma/equivalent or two years of professional procurement/accounting/project management/change management/consulting or system support experience is required

    • Experience providing customer service to the vendor community is preferred

    • Agency experience with MyFloridaMarketPlace applications (buyer, approver, or other user role) or a similar system

    • Florida Certified Contract Manager (FCCM)

    Preferred Qualifications:

    • Documented experience in change management, acting as a change agent, or leading a project centered on business process changes.

    • Agency experience with MyFloridaMarketPlace (buyer, approver, or other user)

    • Experience in a Business Process Outsourcing model from the customer perspective.

    • Florida Certified Contract Negotiator (FCCN) certification.

    • Experience compiling analytical reports and presenting the data to senior management.
