Senior Associate Director, Intelligence, Insider Risk, and National Security Programs - Division of Management - R025382 Primary Location : DC-Washington : Employee Status : Regular Overtime Status : Exempt Job Type : Standard Work Shift: : 1st Shift : : Relocation Provided: : Yes Compensation Grade Low: : FR PAY GRADE D2 Compensation Grade High: : FR PAY GRADE D2 Minimum Salary: : $263,300.00 Maximum Salary: : $324,000.00 Posting Date : Dec 1, 2025 Position Description Summary: Reporting to the Chief Operating Officer (COO), the senior associate director provides executive leadership, oversight and direction for the staff and operations of the Intelligence and National Security (INS) branch, consisting of intelligence programs; personnel security; continuity programs; insider threats; and secure communications. The senior associate director leads, motivates and coaches the staff while providing overall direction for work methods and procedures, policy development, accountability, and management controls. They embody a strong customer service philosophy and ensure this focus is delivered by section(s) to clients in support of their objectives. The incumbent is also responsible for ensuring that all services provided by the function are performed in conformance with all relevant laws, regulations, rules, policies, and procedures, and that all projects and special efforts within the function follow project management and functional best practices. This position is located in Washington, D.C. Principal Duties and Responsibilities: • Serves as the Board of Governor’s Senior Insider Risk Official, responsible for oversight of the Board’s Insider Risk Program Management Office, to deter, detect and mitigate insider risk to Board information, both classified and unclassified. • Serves as the Federal Reserve System's Continuity Coordinator for National Continuity Programs. Manages Board involvement in White House and Department of Homeland Security (OHS) continuity of government programs. Represents the Federal Reserve System on these matters with the White House National Security Staff, White House Military Office, Department of Homeland Security Department of Defense, Department of the Treasury and with other Departments and Agencies. Serves as the point of contact for Continuity of Government Readiness Condition (COGCON) Level changes. • Serves as the Board's Federal Senior Intelligence Coordinator, ensuring contact with appropriate intelligence community (IC) partners and establishing federal government and System points of contact for intelligence matters related to the Board. As the liaison to the IC, is responsible for the establishment of accreditations and approvals necessary to ensure the Board has continued access to intelligence information. Oversees the development of the Board’s priority intelligence requirements and represents the Board for National Security Information planning and execution matters within the Board and with external organizations. The incumbent manages the Board’s intelligence analysis program to provide classified threat briefings on cyber threats and other national security issues for the Board’s cleared members of senior management. • Serves as the Board’s senior Special Security Officer (SSSO), responsible for the Board’s Classified National Security Information (CNSI) program; establishing and maintaining annual security education and training programs for CNSI; and the Insider Threat Prevention and Detection Program. The Board’s SSSO is responsible for access to classified information, protecting and safeguarding classified information, facility accreditation, and maintaining the accreditation of the facilities for storage of classified information. The Board’s SSSO exercises authority to determine whether an employee has a demonstrated need to obtain access to an accredited facility or utilize secure communication devices. • Serves as the Board's Business Continuity Officer on the System Business Continuity Group. Assists in crisis planning and execution for the Board and System as needed. • Serves as the coordinator for security issues related to the implementation of Homeland Security Presidential Directive-3. Recommends the appropriate change to the Board's threat warning status based on threat information or at the direction of the Department of Homeland Security. • Represents the Board on interagency and inter-jurisdictional working groups and governing bodies that include federal agencies, local public safety agencies and organizations, and the Washington Area Council of Governments. Coordinates and maintains memorandum of agreements with other federal, state and local governmental agencies for support and assistance. • Coordinates the integration of the use of the Government Telecommunications Service (GETS) and the Wireless Priority Service (WPS) as emergency communications resources for the Board's emergency and critical employees. • Manages and maintains the Iridium satellite service at the Board. • Oversees the Board's emergency preparedness programs and ensures seamless transition between preparedness and continuity activities. Develops procedures and coordinates response to manmade or natural disasters and coordinates preparedness programs such as occupancy emergency plans and the floor warden program. Coordinates with outside agencies. Minimum Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Advanced degree or equivalent preferred. • 13 years full-time working experience; including 7 years of executive level experience leading and managing the full range of programs for personnel security, continuity of operations, insider risk management, intelligence analysis, and classified national security information. • 7 or more years of experience in leading people including setting strategy, establishing performance expectations, providing clear and actionable feedback, and developing people. (Please notate on your resume team size and direct report titles for each position.) • The incumbent must be able to maintain a security clearance at the Top Secret/Sensitive Compartmented Information (TS/SCI) level. • The position is an Essential Continuity Position and may require shift work during contingency operations. Has frequent contact with members of the Board, both in discussions and through memoranda, regarding matters pertaining to area(s) of responsibility. Has frequent contact with individuals from other federal agencies, international organizations, and in the private sector regarding the subject matters in area(s) of responsibilities.
