Summary This position is with the Bureau of Indian Affairs, Uintah and Ouray Agency in Fort Duchesne, Utah. Responsibilities As Irrigation System Manager, GS-0459, your typical work assignments may include, but not limited to: Oversee the operation and maintenance of the Irrigation System. Identify and correct violations to meet policy requirements. Ensuring compliance with safety and environmental laws and regulations. Providing technical oversight of complex actions relating to safety and environmental issues. Participating in preparing written plans and schedules for program operational and maintenance activities. Incorporating federal, state and local regulatory requirements into program design, implementation and evaluation. Overseeing a comprehensive maintenance computer system. Monitoring the progress, completion, and results of maintenance/construction projects. Requirements Conditions of Employment Qualifications EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards Irrigation System Operation Series 0459). The following shows the amounts of education and/or experience required to qualify for positions. GS-9: 1 year specialized experience equivalent to at least GS-07 level obtain in either Federal or non-Federal employment OR master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Specialized Experience: Work experience that provided practical knowledge of crafts such as earthwork, concrete work, metal fabrication, welding, etc., in order to provide technical guidance and oversight to an irrigation operation and maintenance company. Also experience with irrigation systems and their operations and included various types of irrigation methods and equipment, structures, measuring devices, flow meters, etc. and open channel hydraulics and pressure systems in order to identify and prioritize construction and maintenance needs on the irrigation storage, transmission and delivery systems and to schedule and coordinate individual projects. Additionally, experience that demonstrated utilization of computers and irrigation system & maintenance computer software, spreadsheets, word processing, etc. to prepare reports, provide technical oversight and program administration. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
