Summary This Financial Manager position is in the Office of the Deputy Assistant Secretary of War for Chemical, Biological, Radiological, and Nuclear Defense Programs (ODASW(CBRND)). The incumbent of this position reports to the Director, Resource Management, who oversees the administration, operations, and resource management. Additionally, the incumbent performs financial analysis for CBRND resources and supports the Directors for Research, Development, and Acquisition teams. Incumbents typical work assignments may include the following: Performs a wide range of technical, administrative, and analytical duties connected with the formulation, justification, presentation, execution, and review of the Agency appropriations; Conducts and supports financial analyses to support the Deputy Assistant Secretary of War for Chemical, Biological, Radiological, and Nuclear Defense Programs decisions and management of the Program, Planning, Budgeting, and Execution process. Conducts briefings on financial management related subjects at all echelons of the Department of War. Reviews and analyzes spend plans to ensure obligation and expenditure of funds are compliant with U.S. laws, regulations, and policies. Prepares, defends, and analyzes ODASW (CBRND) managed funds annual budget submissions to include budgetary goals, spend plans, commitment, and obligation rates; ensuring adherence to DoD financial and budget policies. Requirements Conditions of Employment Qualifications In order to qualify for this position, you must meet the requirements described below. This position requires incumbent to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter. You may qualify at the NH-IV level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-III grade level in the Federal service (experience may have been gained in the private sector) that demonstrates a foundational understanding of federal financial management principles and experience applying them in a professional setting. They will show the ability to perform basic financial analysis and possess the necessary skills to learn and adapt to the specific requirements of the CBRND program. Basic Budget Execution Experience: Demonstrated experience in tracking budget execution, monitoring obligations and expenditures, and identifying potential issues related to compliance with regulations. This could be evidenced by experience in a role where they were responsible for reconciling financial data, preparing reports on budget status, or assisting in the development of spend plans. Foundational Knowledge of Federal Financial Regulations: A working knowledge of federal financial management regulations, policies, and procedures (e.g., OMB Circulars, Federal Acquisition Regulation (FAR), etc.). Evidence of this could be demonstrated through formal training, coursework, or experience applying these regulations in their previous role. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
