Position Purpose
Provides strategic leadership for the efforts to ensure that appropriate project management practices, procedures, and programs are established and implemented to successfully control project scope and to initiate and complete projects within budget, on schedule, in the phased approval approach, and meeting business requirements across NPG (capital/O&M). Responsibility includes project assurance through oversight to ensure that early warning signs of issues on projects are recognized and corrective actions are properly identified and taken. Provides direction to project management teams to ensure proper direction of multifunctional/cross-disciplinary teams of TVA employee and staff augmentation contractors as well as provides oversight for work performed by outside contractors. Position provides governance and oversight for Project contracts to ensure contract terms and conditions are properly developed, understood and adhered to.
This position supports planning, estimation, material management, and implementation of plant project modification activities ensuring that managed activities are conducted in accordance with applicable TVA, Federal, and state regulations. This Position supports the development, execution, and upkeep of a Projects Asset Management Plan to identify capital projects needed to sustain the Nuclear plant for 80-100 years of operation.
Job Dimensions
Supervisory Responsibility — Supervises a minimum of 2 Senior Managers, and leads a department of greater than 50 TVA, Staff Aug and or Managed Task Contractor personnel (M&S/represented).
Budget Responsibility — Responsible for an organizational budget of approximately $3M, and oversight of a portion of the Nuclear project portfolio representing greater than $150M of investment each fiscal year.
Principal Accountabilities
Manages the organization and execution of a mutli-discipline group which establishes the standards for portfolio management, planning, estimating, scheduling, forecasting, cost control, material management, and or change management for Capital and or O&M projects in Nuclear.
Manage the project’s engineering procurement and or conduction contractors, and contract employees ensuring compliance in meeting site goals related to project scope, schedule, budget, technical compliance and direction. Ensure that all activities are completed correctly on schedule and within budget.
Ensure all project labor contracts at the job site are in compliance with TVA procedure, QA Plan, and design approval documents.
Manage the development of methods and procedures to minimize employee injuries and safeguard employee health.
Develop and submit a budget for the Projects organization and operate within the approved budget.
Maintain open and professional communication with the Nuclear Regulatory Commission.
Maintain a positive Safety Conscious Work Environment within the Projects organization and with interfacing Site organizations.
Leadership and Strategic oversight for all major project technical programs.
Manages the organization and execution for implementation of consistent and effective project and portfolio management concepts, techniques, software programs, training and certification programs.
Provide strategic oversight for fabrication, manufacturing, and installation of plant equipment associated with major technical projects.
Interface with international companies and contractors to procure equipment manufactured outside the U.S.
Manages the organization and oversight for all major technical project contractors ensuring qualified contractors are available to support the procurement, manufacturing, and installation phases.
Coordinate TVA Enterprise labor and finance needs.
Perform other duties, as assigned.
Minimum Requirements
Education— B.S. degree in engineering, nuclear operations, engineering technology, math, physics, chemistry, or related science, or equivalent combination of education, experience, and training.
Experience— 9 or more years of nuclear power and related business/professional work experience with at least 8 years of experience in a supervisory and or leadership role. At least 3 years of projects or project related experience.
Certification/License, etc— SRO License or Cert preferred. PMP Certification preferred. Must obtain and maintain requirements for nuclear plant unescorted access. Must be able and willing to assume “on-call” rotational assignments which may include 24 hour-a-day, 7 day-a-week availability.
Knowledge/Skills/Abilities— Strong interpersonal skills; effective written and verbal communication skills; demonstrated planning and organizational skills; and experience with team-building and employee skill development. Must possess knowledge and expertise in the use of project management methodologies and tools. Must have working knowledge of nuclear power plant governance requirements (e.g. 10CFR, FSAR, NQAM). Must have ability to analyze complex technical and management problems and determine the most cost-effective and technically sound solutions. Shall have nondestructive testing familiarity, craft knowledge, and an understanding of electrical, pressure vessel, and piping codes and standards. Candidate may be required to obtain and maintain a security clearance based on position / access requirements and essential job functions.
